SB 127: AN ACT relating to the licensing of motor vehicles. Amend KRS 186.180 to impose a $25 county clerk fee on motor vehicle license reinstatements when a vehicle license has been suspended for failure to maintain insurance; amend KRS 186.020 to raise the additional clerk fee for mail-in registration renewals from $2 to $3; amend KRS 186.040 to raise the clerk's fee on vehicle registrations and renewals from $6 to $7; amend KRS 186.162 to conform; create a new section of KRS Chapter 186 to establish the Kentucky Commission on Motor Vehicle Registration and Fee Modernization to recommend changes in Kentucky vehicle licensing laws, regulations, and fees; set membership, terms of office, and proxy voting procedures; Sections 2, 3, and 4 EFFECTIVE January 1, 2019.

SB 125: AN ACT relating to easements of electric cooperatives. Create new sections of KRS Chapter 279 to define "electric cooperative," "communications infrastructure," "electric easement," "notice," and "property owner"; establish actions that allow an electric cooperative to modify an electric easement to install communications infrastructure for communications or broadband Internet service; specify the information to be included in the notice from the electric cooperative to the property owner of the electric easement; specify the terms of acceptance by property owner to modify the electric easement; require installation of communications infrastructure be in compliance with National Electric Safety Code; apply cost allocation and division between regulated and unregulated sides; establish right and timing for a cause of action by the property owner against the electric cooperative for damages from modifying the electric easement; require appraisals to be conducted by a licensed appraiser; require appraisal to be at property owner's cost and limit damages to amount to compensate for reduction in value to real property after including any increase in value from provision of broadband Internet service; prohibit additional compensation except for right to subscribe to service; restrict liability in case where the electric cooperative does not provide service in accordance with the plan; establish procedures for disputing appraisals; set requirements for payment of damages.

HB 303: AN ACT relating to wages. Amend KRS 337.010, relating to the definition of "employees" of retail stores and service industries, to increase the applicable threshold of business that applies to from $95,000 to $500,000; amend KRS 337.275 to raise the state minimum wage to not less than $8.80 an hour on August 1, 2018, not less than $10.35 an hour beginning on August 1, 2019, not less than $11.90 an hour beginning on August 1, 2020, not less than $13.45 an hour beginning on August 1, 2021, and not less than $15.00 per hour beginning on August 1, 2022; amend KRS 337.420 to define "equivalent jobs" as those that are equal under the federal Equal Pay Act, or jobs that are dissimilar but equivalent in skill, effort, responsibility, and working conditions; amend KRS 337.423 to prohibit wage discrimination on the basis of sex, race, or national origin by prohibiting wage differentials for employees who perform equivalent jobs; provide exceptions for wage differentials based on seniority or merit systems, systems that measure wages by quantity or quality of production, and factors other than sex, race, or national origin; amend KRS 337.425 to require the promulgation of administrative regulations to specify criteria for determining jobs that are dominated by employees of a particular sex, race, or national origin, and acceptable methodology for determining equivalent skill, effort, responsibility, and working conditions; require that the administrative regulations be promulgated on or before July 1, 2019; provide the amendments to KRS 337.423 are EFFECTIVE July 1, 2020.

HB 298: AN ACT relating to public finance. Amend KRS 42.500 to define "boycott of Israel" and "company;" require that the State Investment Commission not invest in companies participating in a boycott of Israel; create a new section of KRS Chapter 45A to define "boycott of Israel" and "company"; prohibit the Secretary of Finance and Administration from contracting with companies boycotting Israel but exempt contracts under $100,000 over the life of the contract; companies that have a contract with the state that boycott Israel shall be banned from state contracts for a two year period; amend KRS 61.510 to define "boycott of Israel," "company," "direct holdings," and "indirect holdings"; amend KRS 61.650 to require the Kentucky Retirement Systems to prepare an annual report of public investments and to not invest in companies boycotting Israel.
