America's Red Rock Wilderness Act This bill designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin, (2) Grand Staircase-Escalante, (3) Moab-La Sal Canyons, (4) Henry Mountains, (5) Glen Canyon, (6) San Juan-Anasazi, (7) Canyonlands Basin, (8) San Rafael Swell, and (9) Book Cliffs and Uinta Basin. The bill sets forth administrative requirements for (1) the exchange of state-owned lands within such areas, (2) federal reservation of water rights, (3) measurement of setbacks for roads with adjacent wilderness, (4) authorized livestock grazing, and (5) withdrawal of such lands from disposition under certain public land laws.
National Community Violence De-Escalation Training Act of 2021 This bill establishes and expands grant programs for training on de-escalating violence and crisis situations involving individuals with behavioral health issues. Specifically, the Substance Abuse and Mental Health Services Administration (SAMHSA) must award grants to state and local governments, educational institutions, nonprofits, faith institutions, or small businesses for community-based training to de-escalate and avoid violence. As part of this grant program, SAMHSA must also establish an advisory board and develop relevant training standards. The training funded by the grants must apply evidence-based de-escalation and avoidance techniques to potentially violent scenarios that are regularly encountered by community members, including public safety officers, public transit operators, educators, and faith leaders. Additionally, the training must address implicit bias, crisis interventions for those experiencing mental health or substance use issues, and other specified topics. The bill also expands and extends through FY2027 mental health awareness training grants.
Excellence in Mental Health and Addiction Treatment Act of 2021 This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also provides for additional grants to certified community behavioral health clinics.
Appalachian Regional Commission Relocation Act This bill requires the headquarters of the Appalachian Regional Commission to be located in the Appalachian region. The commission must implement this requirement within one year, but may extend the implementation period by up to 180 days with written notice to Congress.
Medicare Dental, Vision, and Hearing Benefit Act of 2021 This bill provides for Medicare coverage of dental, vision, and hearing care. Coverage includes (1) routine dental cleanings and exams, basic and major dental services, emergency dental care, and dentures; (2) routine eye exams, eyeglasses, and contact lenses; and (3) routine hearing exams, hearing aids, and exams for hearing aids. With respect to such care, the bill establishes special payment rules, limitations, and coinsurance requirements.
Animal Welfare Enforcement Improvement Act This bill revises the licensing process of the Department of Agriculture (USDA) for animal dealers and exhibitors to expand USDA's oversight and enforcement of animal welfare requirements. The bill also authorizes citizen suits to enforce the Animal Welfare Act. Dealers and exhibitors must apply to USDA for licenses or renewal licenses each year. In order to obtain the licenses or renewals, dealers and exhibitors must meet certain standards for the humane treatment of animals and pass inspections as specified by this bill. USDA may not issue or renew such licenses if the dealers or exhibitors have violated laws relating to animals or if the issuance of the licenses would facilitate the circumvention of state or local laws that prohibit the private ownership of certain animals. Further, USDA must suspend the licenses of dealers or exhibitors whose violations present a risk to animal welfare. USDA must revoke the licenses if the violations persist or if the licensees commit multiple violations. Dealers and exhibitors with suspended or revoked licenses may not be (1) granted another license, (2) granted another license through another person or entity, or (3) employed by another licensee to work with animals during the period of the suspension or revocation.
National Statuary Hall Collection Policy Act This bill establishes an additional requirement for the replacement of a statue in National Statuary Hall. Currently, a state's request to replace a statue it has provided for display shall only be considered if (1) the request has been approved by the legislature and the governor of the state, and (2) the statue to be replaced has been displayed in the U.S. Capitol for at least 10 years as of the time the request is made. The bill adds the requirement that at least two-thirds of the Members of Congress who represent a requesting state approve any request to replace a statue in National Statuary Hall.
Restore the Rights of Property Owners under the Eviction Moratorium Issued by the CDC Act of 2021 This bill nullifies beginning on July 1, 2021, the emergency order (and any extensions of the order) issued by the Centers for Disease Control and Prevention on September 4, 2020, that restricted residential evictions during the COVID-19 emergency. It also prohibits the order from being reissued unless specifically authorized by law.
Tax-Free Pell Grant Act This bill excludes from gross income, for income tax purposes, any amount received as a federal Pell Grant. It also expands the definition of qualified tuition and related expenses under the American Opportunity and Lifetime Learning tax credit to include computer or peripheral equipment (up to a maximum of $1,000), child and dependent care expenses, and course materials.
Better Care Better Jobs Act This bill establishes programs and provides funds for state Medicaid programs to improve home- and community-based services (HCBS), such as home health care, personal care, case management, and rehabilitative services. Specifically, the bill provides funds for the Centers for Medicare & Medicaid Services to award planning grants, develop quality measures, and provide technical assistance to states regarding specified HCBS improvements, particularly with respect to access, utilization, and the associated workforce. The bill also increases the Federal Medical Assistance Percentage (i.e., federal matching rate) for HCBS in states that develop plans and meet specified benchmarks for improvements. The bill also makes permanent (1) the Money Follows the Person Rebalancing Demonstration Program (a grant program to help states increase the use of HCBS for long-term care and decrease the use of institutional care), and (2) certain provisions regarding Medicaid eligibility that protect against spousal impoverishment for recipients of HCBS.
Finish the ADHS Act This bill sets aside funding from the Highway Trust Fund for the Appalachian development highway system (a network of highways linking the region to national interstates) and prescribes a method to allocate the funding.
Expanding Health Care Options for Early Retirees Act This bill establishes a Medicare buy-in option for certain qualifying first responders. Specifically, the bill allows first responders aged 50 to 64 to enroll in Medicare if they are retired or otherwise separated from service due to a disability. The Centers for Medicare & Medicaid Services (CMS) must determine enrollment periods and set premiums for the buy-in option established under the bill, in accordance with specified requirements. The CMS must also award grants to states and nonprofit organizations for outreach and enrollment activities relating to the buy-in option.
