HR 7462: EMAP Act

Early Migration Alert Program Act or the EMAP Act This bill establishes within the Department of Homeland Security a program to (1) lead the dissemination of information pertaining to the release of non-U.S. nationals ( alien under federal law) from custody, and (2) formalize partnerships with regional stakeholders relating to such information. The bill also requires U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection to provide certain information to the relevant state and local governments at least 24 hours before releasing a non-U.S. national from custody.

HR 7415: Safe Students Act

HR 7415 would repeal the 1990 Gun-Free School Zones Act, which prohibited firearms within 1,000 feet of school grounds. It removes specific references to school zones from federal gun law provisions in Title 18 of the U.S. Code. This change would eliminate the federal prohibition on firearms in designated school zones, altering the scope of existing gun law enforcement. The bill does not create new safety measures but modifies how federal gun laws apply to school areas.

HR 7194: Employee Rights Act

Employee Rights Act This bill makes various changes with respect to the collective bargaining process and labor relations. For example, the bill permits an employer to refuse to collectively bargain with a union within 90 days prior to the expiration of a collective bargaining agreement if the employer receives evidence that the majority of the employees in the bargaining unit do not support the union. The bill requires support from a majority of the employees in the bargaining unit (not just a majority of the employees voting) when electing union representation. The bill also requires unions to provide bargaining unit employees with the right to vote by secret ballot, including when voting whether to engage in a strike or refusal to work. Further, union dues, fees, assessments, and other contributions may be used for only collective bargaining or contract administrative functions. Additionally, the bill establishes a process for nullifying executive orders that the Office of Management and Budget determines are likely to result in an employer ordering a plant closure or mass layoff.

HR 7030: Open App Markets Act

Open App Markets Act This bill establishes rules related to the operation of an app store by a covered company (i.e., the owner or controller of an app store with more than 50 million U.S. users). An app is a software application or electronic service that may be run or directed by a user on a computer or mobile device. An app store is a publicly available website, software application, or other electronic service that distributes apps from third-party developers to users. The bill prohibits a covered company from (1) requiring developers to use an in-app payment system owned or controlled by the company as a condition of distribution or accessibility, (2) requiring that pricing or conditions of sale be equal to or more favorable on its app store than another app store, or (3) taking punitive action against a developer for using or offering different pricing terms or conditions of sale through another in-app payment system or on another app store. A covered company may not interfere with legitimate business communications between developers and users, use non-public business information from a third-party app to compete with the app, or unreasonably prefer or rank its own apps (or those of its business partners) over other apps. The bill provides for enforcement of its provisions by the Federal Trade Commission and the Department of Justice, as well as through suits brought by developers that are injured by reason of anything prohibited by this bill.

HR 6945: No Retaining Every Gun In a System That Restricts Your Rights Act

No Retaining Every Gun In a System That Restricts Your Rights Act This bill modifies the retention requirements for firearm transaction records of federal firearms licensees (FFLs) that go out of business. Current law generally requires FFLs that go out of business to deliver their firearm transaction records to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). This bill removes the requirement for FFLs that go out of business to deliver their firearm transaction records to the ATF. Further, the bill requires the ATF to destroy all out-of-business records it has collected from FFLs.

HR 6860: Latonya Reeves Freedom Act of 2022

Latonya Reeves Freedom Act of 2022 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. The bill provides funds for FY2022 for the Department of Health and Human Services to provide technical assistance with respect to transition plans. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. The bill also addresses additional matters, including (1) prohibiting the National Aeronautics and Space Administration from sponsoring visas for Russian nationals affiliated with ROSCOSMOS, the entity that implements Russia's space program; (2) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (3) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.

HR 6748: Midland Over Moscow Act

Midland Over Moscow Act This bill imposes sanctions related to the Nord Stream 2 pipeline and revises the expedited approval process for natural gas imports and exports in or out of the United States. (Nord Stream 2 is a pipeline constructed to increase the export of natural gas from Russia to Europe.) Within 10 days of this bill's enactment, the President must impose sanctions on any entity responsible for the planning, construction, maintenance, financing, or operation of Nord Stream 2, as well as any corporate officer or principal shareholder with a controlling interest in such an entity. The bill also revokes the President's authority to waive certain sanctions related to Nord Stream 2 and TurkStream, another Russian natural gas pipeline project. The bill also allows any nation, with specified exclusions, to use an expedited process to receive approval to import or export natural gas in or out of the United States (currently only a nation with a free trade agreement with the United States may use the expedited process). Specifically, the bill excludes any nation (1) subject to U.S.-imposed sanctions or trade restrictions, or (2) excluded by the President or Congress for national security reasons.

Immigration Transparency and Transit Notification Act of 2022 This bill requires notifications to certain officials before an unaccompanied alien child or a non-U.S. national ( alien under federal law) without lawful immigration status may be placed in or transported to a state or local jurisdiction. The bill also authorizes the office of the governor of the relevant state to prohibit the placement or transportation. At least seven calendar days before taking such an action, the Department of Homeland Security (DHS) or the Department of Health and Human Services (HHS) must notify (1) the relevant state governor's office, (2) the state attorney general's office, (3) the county or municipal government, (4) local law enforcement, and (5) federal and state legislators representing the relevant jurisdiction. The action may not take place if the state governor's office objects no later than three calendar days after receiving the notification.
