HR 6839: Protecting the Future of America’s Federal Contractors Act

Protecting the Future of America's Federal Contractors Act This bill prohibits federal agencies from evaluating bids and proposals on the basis of information related to noncompliance with a federal contractor COVID-19 vaccine mandate. Specifically, the agency may not, on the basis of COVID-19 federal contractor vaccine mandate noncompliance information (1) unfavorably evaluate the offeror's past performance, or (2) exclude the offeror from being awarded the contract.

HR 6854: Duty Drawback Clarification Ac

Duty Drawback Clarification Act This bill provides for drawback (refund of certain duties, taxes, and fees) on whiskies imported into the United States when the same or similar products are later exported or destroyed. Further, the bill prohibits a proprietor of a distilled spirits plant from voluntarily destroying distilled spirits as a basis for claiming a drawback.

HR 6754: RETURN Act

Russians Engaged in Threating Ukraine Refuge Now Act or the RETURN Act This bill prohibits the U.S. government from charging U.S. citizens or lawful permanent residents for their evacuation related to Russia's invasion of Ukraine. Specifically, the Department of State must waive repayment for travel expenses incurred on behalf of such an individual as part of the evacuation from Ukraine. Similarly, no federal employee may solicit or accept funds from such an individual as a condition of using government-provided transportation to repatriate the individual to the United States. No traveler may be denied State Department-sponsored air travel related to such an evacuation due to a failure to provide proof of a negative COVID-19 test or recovery from COVID-19.

HR 6791: John White Ensuring Timely Black Lung Benefits Act

John White Ensuring Timely Black Lung Benefits Act This bill requires payment of black lung benefits to eligible individuals within 60 days of their eligibility determination. Black lung disease (or pneumoconiosis) is a lung disease caused by the inhalation of coal dust. Coal miners and certain other workers (and their survivors) are eligible for benefits for disability or death caused by black lung disease arising out of coal mine employment. Generally, operators of underground coal mines are responsible for the payment of black lung benefits for their workers. Under this bill, if operator liability has not been determined within 60 days of a worker's eligibility determination, the Department of Labor must pay the worker's benefits from the Black Lung Disability Trust Fund. (Typically, that fund pays benefits in cases where the responsible operator either no longer exists and has no successor operator or is unable to pay benefits.) Operators that are subsequently found liable for the benefits must reimburse the fund.
