Emerging Signals Modernization Act of 2022 This bill establishes certain requirements relating to the Food and Drug Administration's (FDA's) public notices on the potential new risks of approved medical devices (i.e., emerging signals), including with respect to the standards of evidence needed for such notices. Emergency Rental Assistance Accountability and Transparency Act of 2022 This bill requires the Office of Inspector General of the Department of the Treasury to conduct monitoring and oversight of the receipt, disbursement, and use of funds made available under the emergency rental assistance program pursuant to the American Rescue Plan Act of 2021 and recoup misused funds. The bill provides funding for these activities.

Less is More Resolution This resolution prohibits consideration of legislation in the House of Representatives if the legislation authorizes or appropriates funding for a new program without also reducing funding for at least two other federal programs. Each reduction must equal or exceed the amount authorized or appropriated for the new program.

SJRES 41: A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Health and Human Services relating to "Ensuring Access to Equitable, Affordable, Client-Centered, Quality Family Planning Services".

This joint resolution nullifies the rule issued by the Department of Health and Human Services on October 7, 2021, that reverts requirements for federally funded providers of family planning services to those in effect before May 3, 2019, and makes other changes to family planning programs. Specific changes in the rule include (1) removing restrictions on pregnancy options counseling and referrals for abortion services, (2) eliminating requirements for physical and financial separation between abortion-related activities and specified family planning activities, and (3) providing a particular focus on health equity.

HR 7586: Securing the Border for Public Health Act of 2022

Securing the Border for Public Health Act of 2022 This bill authorizes the Department of Health and Human Services (HHS) to restrict migration and imports from foreign countries to prevent the introduction of illicit drugs into the United States. Current law authorizes HHS to restrict migration and imports from foreign countries to prevent the introduction of communicable diseases. Under this bill, HHS may also restrict migration and imports from a country if HHS determines that introduction of certain controlled substances (e.g., opiates, stimulants, or fentanyl-related substances) from that country poses a risk to public health. HHS must consult with the Department of Justice in making the determination.

HR 7579: Western Hemisphere Nearshoring Act

Western Hemisphere Nearshoring Act This bill provides assistance for corporations to move operations from China to countries in Latin America or the Caribbean and addresses related issues. For example, the bill requires the U.S. International Development Finance Corporation to provide financing and other assistance to eligible corporations for costs associated with such a move. Tariffs collected for goods manufactured in China shall be used to pay for such assistance. The President may provide preferential treatment, including duty-free treatment, for goods produced in a Latin American or Caribbean country by a corporation that received relocation assistance under this bill.
