HR 7704: Taiwan Conflict Deterrence Act of 2022

Taiwan Conflict Deterrence Act of 2022 This bill requires additional reporting regarding the domestic and foreign financial activity of specified Chinese officials. Specifically, the bill requires the Department of the Treasury, upon a determination by the President that a threat to the interests of the United States exists resulting from actions by China, to (1) report to Congress on funds held by certain members of the Chinese Communist Party, including the total amount of funds, a description of the funds, and a list of related financial institutions; and (2) brief Congress on how these funds were acquired and any illicit or corrupt means employed to acquire or use the funds. The bill also allows Treasury to prohibit significant transactions between U.S. financial institutions and these individuals.

HR 7744: Building America’s Health Care Workforce Act

Building America's Health Care Workforce Act This bill extends certain flexibilities relating to training and competency requirements for nurse aides in Medicare skilled nursing facilities (SNFs) and Medicaid nursing facilities (NFs). Generally, SNFs and NFs may not hire nurse aides for longer than four months unless they meet certain training and certification requirements. The Centers for Medicare & Medicaid Services waived some of these requirements during the COVID-19 emergency period so as to allow facilities to maintain adequate staffing levels; the waiver ends in June 2022. The bill extends these flexibilities for at least two years after the bill's enactment and specifies that (1) any time worked by a nurse aide during the emergency period counts toward the 75 hours required for initial training, and (2) a competency evaluation may be conducted at the SNF or NF where the nurse aide is employed if the state does not offer such an evaluation at least once a week.

HR 7683: AI Training Act

Artificial Intelligence Training for the Acquisition Workforce Act or the AI Training Act This bill requires the Office of Management and Budget (OMB) to establish or otherwise provide an artificial intelligence (AI) training program for the acquisition workforce of executive agencies (e.g., those responsible for program management or logistics), with exceptions. The purpose of the program is to ensure that the workforce has knowledge of the capabilities and risks associated with AI. The OMB must (1) update the program at least every two years, and (2) ensure there is a way to understand and measure the participation of the workforce and to receive and consider feedback from program participants.

HR 7399: LBL Recreation and Heritage Act

Land Between the Lakes Recreation and Heritage Act or the LBL Recreation and Heritage Act This bill addresses the administration of the Land Between the Lakes National Recreation Area in Kentucky and Tennessee. The bill decreases from 17 to 13 the number of members who compose the Land Between the Lakes Advisory Board. The bill permits members of the advisory board to serve multiple terms, but not serve consecutive terms. In addition to carrying out its current activities, the advisory board shall develop an annual work plan for recreation and environment education areas in the Recreation Area, including the heritage program, with the nonappropriated amounts in the Land Between the Lakes Management Fund; develop an annual forest management and harvest plan for the Recreation Area; and maintain the balance and status of the fund. The bill requires the advisory board to meet at least twice each year. The Department of Agriculture (USDA) shall charge (currently may charge) reasonable fees, as determined by the advisory board, for admission to and the use of the designated sites, or for activities, within the recreation area. The bill states that amounts in the fund shall be available to USDA to perform new work or deferred maintenance in the recreation area and shall not be available for the payment of salaries or other expenses. USDA, on request from a qualified resident or relative or a cemetery association, shall grant additional land for the expansion of existing cemeteries within the recreation area to allow for the burial of qualified residents or relatives.

Such individuals include members of the Armed Forces, individuals enrolled at a military service academy, or individuals enrolled in the Junior Reserve Officers' Training Corps (JROTC) or Senior Reserve Officers' Training Corps (SROTC) program.

Veterans First Act of 2022 This bill prohibits the Department of Veterans Affairs from obligating or expending any amounts to provide emergency assistance in response to an emergency at the southern border directly resulting from the repeal of certain public health orders from the Centers for Disease Control and Prevention. Specifically, the bill prohibits such emergency assistance in response to the repeal of the order issued on August 2, 2021, titled Public Health Reassessment and Order Suspending the Right To Introduce Certain Persons From Countries Where a Quarantinable Communicable Disease Exists ; the order issued on April 1, 2022, titled Public Health Determination and Order Regarding Suspending the Right To Introduce Certain Persons From Countries Where a Quarantinable Communicable Disease Exists ; and an order relating to the same public health concerns as the listed orders.

HR 7437: No Timber From Tyrants Act

No Timber From Tyrants Act This bill prohibits the importation of wood and related articles from Russia and Belarus. It also directs the Department of the Interior and the Department of Agriculture (USDA) to replace these prohibited imports with timber production on certain lands. Specifically, the bill directs the President to prohibit the importation of all wood and related articles from Russia and Belarus. The President may terminate this prohibition upon certification to Congress that certain conditions have been met, including that Russia or Belarus (or both, as applicable) reached an agreement to withdraw forces in Ukraine. Additionally, the bill directs Interior and USDA to authorize timber harvest in an amount sufficient to equal the volume, with respect to calendar year 2021, of imports of wood and related articles from Russia and Belarus. Interior may authorize timber harvest only on public lands and USDA may authorize timber harvest only on National Forest System lands. The bill generally prohibits Interior and USDA from approving a plan that reduces the allowable sale quantity of timber.

It also states that such emergency justifies a waiver of the minimum tonnage requirements for the transport of equipment, materials, or commodities related to humanitarian operations resulting from the invasion. Such requirements apply to cargoes that are transported on ocean vessels and that are procured, furnished, or financed by the United States.
