HR 8206: Stop Wrongs to Our Kids’ Educational Meals (W.O.K.E.) Act of 2022

Stop Wrongs to Our Kids' Educational Meals (W.O.K.E.) Act of 2022 This bill repeals Executive Order 13988, titled Preventing and Combating Discrimination on the Basis of Gender Identity or Sexual Orientation , that directs federal agencies to review all policies that implement non-discrimination protections on the basis of sex and extend such protections to the categories of gender identity and sexual orientation. The bill also prohibits the Department of Agriculture from requiring state or local agencies, program operators, or sponsors that participate in the school meal programs to (1) investigate allegations of discrimination based on gender identity or sexual orientation, or (2) update non-discrimination policies and signage to include prohibitions against discrimination based on gender identity or sexual orientation.

HR 8111: My Body, My Data Act of 2022

My Body, My Data Act of 2022 This bill establishes protections, subject to certain limits, for personal reproductive or sexual health information. This includes information relating to past, present, or future surgeries or procedures, such as the termination of a pregnancy. Specifically, commercial entities, including individuals, nonprofits, and common carriers, may not collect, retain, use, or disclose personal reproductive or sexual health information except (1) with the express written consent of the individual to whom such information relates, or (2) as is strictly necessary to provide a requested product or service. Commercial entities also must provide individuals with access to, and a reasonable mechanism to delete, any of their reproductive or sexual health information upon request. Further, commercial entities must maintain and publish a privacy policy describing their practices with respect to such information. The bill's provisions do not apply to entities that are subject to certain existing health-related privacy regulations, such as the privacy regulations issued under the Health Insurance Portability and Accountability Act of 1996. Additionally, the provisions do not apply to the disclosure of personal reproductive or sexual health information for the publication of newsworthy information of legitimate public concern. The bill provides for enforcement by the Federal Trade Commission and by private civil actions.

This resolution sets forth the rule for consideration of H.R. 1011 (Life at Conception Act), which declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being.

S 4416: Educational Choice for Children Act

Educational Choice for Children Act This bill allows individuals and corporations a new tax credit after 2022 for charitable contributions to tax-exempt organizations that provide scholarships to elementary and secondary school students. Such students must be members of a household with incomes not greater 300% of the area median gross income and be eligible to enroll in a public elementary or secondary school. The bill excludes from the gross income of taxpayer dependents any scholarship amount for the elementary or secondary education expenses of eligible students. It also prohibits governmental control over scholarship granting organizations.

Reducing Farm Input Costs and Barriers to Domestic Production Act This bill addresses various provisions related to the regulation of domestic agricultural products, including by requiring the Department of Agriculture to publish criteria for considering requests from meat and poultry establishments to operate at line speeds in excess of the current regulatory limitations. The bill also nullifies the final rule issued by the Council on Environmental Quality on April 20, 2022, that reinstated various National Environmental Policy Act regulatory provisions.

SCONRES 41: A concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2023 and setting forth the appropriate budgetary levels for fiscal years 2024 through 2032.

This concurrent resolution establishes the congressional budget for the federal government for FY2023 and sets forth budgetary levels for FY2024-FY2032. The resolution recommends levels and amounts for FY2023-FY2032 for federal revenues, new budget authority, budget outlays, deficits, public debt, debt held by the public, and the major functional categories of spending. It also recommends levels and amounts for Social Security and Postal Service discretionary administrative expenses for the purpose of budget enforcement in the Senate. In addition, the resolution establishes reserve funds that allow certain adjustments to committee allocations and other budgetary levels to accommodate legislation relating to (1) efficiencies, consolidations, and other savings; or (2) health savings accounts. The resolution also sets forth budget enforcement procedures that address issues such as budget points of order, emergency legislation, and Congressional Budget Office cost estimates.
