HR 2322: FRIDGE Act of 2025

HR 2322, the FRIDGE Act of 2025, would provide $1 million annually from 2026 to 2030 to fund technical assistance for improving cold chain infrastructure in developing countries. This aims to reduce losses of U.S. agricultural exports caused by inadequate refrigeration, transport, and storage systems, which currently result in billions of dollars in spoiled goods annually. The program would offer needs assessments, training, and support for cold storage, port upgrades, and supply chain development in target countries. It directly affects U.S. agricultural exporters who lose revenue due to spoilage and developing nations seeking to enhance their trade capabilities. The funding is specifically authorized for these infrastructure improvements under the existing Agricultural Trade Act of 1978.

HR 17: Paycheck Fairness Act

The Paycheck Fairness Act strengthens equal pay protections by expanding the definition of "sex" to include pregnancy, childbirth, sexual orientation, gender identity, and sex characteristics. It modifies employer defenses for pay disparities to require proof that any pay difference is job-related, not based on sex, and accounts for the entire pay gap. The bill prohibits employers from asking about salary history, enhances penalties for violations, and requires employers with 100+ employees to collect and report detailed pay data by race, sex, and job category. It also establishes training programs for employers on eliminating pay bias and creates a National Equal Pay Enforcement Task Force to coordinate enforcement efforts. This legislation directly affects employers, particularly those with 100+ employees, and aims to address pay disparities impacting women, people of color, and other underrepresented groups.

HJRES 80: Establishing the ratification of the Equal Rights Amendment.

H.J. Res. 80 would declare the Equal Rights Amendment (ERA) part of the U.S. Constitution, asserting it has been ratified by 38 states (three-fourths of the states) despite the original 1972 deadline. If passed, this resolution would formally establish the ERA as a constitutional amendment, requiring all federal and state laws to align with its gender equality protections. The bill does not create new laws but confirms the ERA's status as part of the Constitution, affecting how laws are interpreted and enforced. It is a procedural step to resolve the legal dispute over the ERA's validity after decades of debate.

HRES 238: Expressing the sense of the House of Representatives that every person has the basic right to emergency health care, including abortion care.

HRES 238 is a non-binding House resolution expressing the House's position that every person has the basic right to emergency health care, including abortion care during medical emergencies. It does not create new laws or alter existing regulations but formally states the House's view that abortion restrictions in emergencies endanger patients' health and lives. The resolution specifically highlights how current abortion bans put pregnant people at risk during life-threatening conditions like hemorrhage or infection, disproportionately impacting Black, Indigenous, people of color, immigrants, and low-income individuals. It serves as a symbolic statement opposing policies that restrict emergency reproductive care access.

HR 2251: Protecting Individuals with Down Syndrome Act

This bill prohibits doctors from performing abortions based solely on a Down syndrome diagnosis. It requires providers to ask patients about such diagnoses before an abortion and inform them of the ban. Violations could result in criminal penalties (up to 5 years in prison) or civil lawsuits seeking damages for the patient or family. The law applies to all abortions performed in the U.S. or transported across state lines for this specific purpose. It does not restrict other abortion procedures or create a new right to abortion.

HR 1376: Healthy Poultry Assistance and Indemnification Act of 2025

HR 1376, the Healthy Poultry Assistance and Indemnification Act of 2025, provides compensation to poultry growers and layer facility owners whose operations were prohibited within USDA-designated "control areas" due to animal health restrictions. It directly affects poultry farmers raising birds bred for meat or eggs (like chickens, turkeys, or ducks), excluding doves and pigeons. The bill requires the Secretary to pay compensation equal to the average income from the farm's five most recent flocks multiplied by the number of prohibited flocks, minus any prior state compensation received, with payments due within 60 days of a claim. This mechanism ensures financial support for farmers impacted by USDA-mandated restrictions without requiring judicial review of payment amounts.

HR 1246: Investing in Rural America Act of 2025

Investing in Rural America Act of 2025 This bill allows Farm Credit System (FCS) institutions to make and participate in loans and commitments (and extend other technical and financial assistance) for essential community facility projects as part of the Department of Agriculture's Community Facilities Direct Loan & Grant Program. This program provides funding to develop essential community facilities in rural areas. The FCS financing and technical assistance may be provided in order to make capital available to develop, build, maintain, improve, or provide related equipment or other support for essential community facilities in rural communities (e.g., certain facilities that provide healthcare, community support, public safety, educational, or utility services). Under the bill, the financing provided by an FCS institution may not exceed 15% of the total of all outstanding loans of the institution. Further, an FCS institution must (1) offer at least one non-FCS lending institution an interest in the financing under reasonable terms and conditions acceptable to the borrower, and (2) report the offer to the Farm Credit Administration (FCA). The FCA must submit an annual report to Congress on the activities undertaken by FCS institutions under this bill, including through the partnerships between FCS institutions and other lending institutions. The FCA must post the report on the administration's website.

HRES 230: Expressing the sense that Congress and the administration must work together, with urgency, to pursue effective food and agricultural trade policies.

HRES 230 is a non-binding resolution expressing Congress's sense that the U.S. Congress and administration must urgently collaborate on food and agricultural trade policies. It directly affects U.S. farmers, ranchers, and the $9.6 trillion agricultural sector, which supports millions of jobs and generates significant exports. The resolution calls for concrete actions including securing new market access, enforcing trade agreements, eliminating unjustified trade barriers (like tariffs and nontariff restrictions), and using science-based approaches to strengthen global trade. It emphasizes addressing a 9% decline in 2023 agricultural exports and a projected $37 billion trade deficit, contrasting with historical trade surpluses.

HRES 227: Expressing support for the designation of March 18, 2025, as "National Agriculture Day" and celebrating the importance of agriculture as one of the most impactful industries in the United States.

HRES 227 is a non-binding resolution expressing the House of Representatives' support for designating March 18, 2025, as "National Agriculture Day" to honor agriculture's role as a vital U.S. industry. It does not create new laws, allocate funds, or impose requirements on any group. The resolution serves as a symbolic gesture to highlight agriculture's economic impact and contributions to the nation. As a procedural resolution, it has no direct policy effect beyond raising awareness.

HR 2203: Innovative FEED Act of 2025

The Innovative FEED Act of 2025 establishes a new regulatory category for "zootechnical animal food substances" - additives in animal feed that affect digestive byproducts, reduce foodborne pathogens, or alter an animal's gut microbiome without providing nutrition. These substances would be regulated as food additives (not drugs) under the Federal Food, Drug, and Cosmetic Act, requiring manufacturers to submit specific safety and efficacy data for approval. The bill mandates labeling stating "Not for use in the diagnosis, cure, mitigation, treatment, or prevention of disease in animals" and allows optional claims about intended effects on animal body function. It explicitly excludes existing drugs, hormones, ionophores, and other substances from this category, ensuring no mandatory use of these additives.

HR 2186: To amend the Internal Revenue Code of 1986 to restore the limitation on downward attribution of stock ownership in applying constructive ownership rules.

HR 2186 amends the tax code to clarify ownership rules for certain foreign-owned companies. It prevents U.S. shareholders from being treated as owning stock held by non-U.S. persons in foreign corporations (ending "downward attribution"). This directly affects "foreign controlled U.S. shareholders" - U.S. persons who would qualify as shareholders under modified ownership rules - requiring them to include specific foreign earnings in their gross income under new Section 951B. The changes apply to tax years ending after December 31, 2024.

HR 2199: Restore Protections for Dialysis Patients Act

This bill (HR 2199) prevents private health insurance plans from discriminating against patients with end-stage kidney disease (ESRD) who require dialysis. It amends the Social Security Act to prohibit plans from treating dialysis coverage differently than other medical services or applying network restrictions that disproportionately harm ESRD patients. The law clarifies that plans cannot deny or limit benefits for dialysis based on a patient’s diagnosis, while preserving a plan’s right to choose which dialysis providers are in their network. It directly affects ESRD patients and their private health insurance coverage, ensuring dialysis is treated equally with other covered medical services. The bill does not require plans to include specific dialysis providers but stops them from unfairly restricting access to necessary care.
