Prevent Interruptions in Physical Therapy Act of 2021 This bill allows a physical therapist to receive payment under Medicare for services provided to the physical therapist's patients by another physical therapist through a qualifying temporary arrangement, regardless of the geographic area or population served. Currently, physical therapists may only receive payment with respect to such arrangements for services provided in medically underserved, rural, or health professional shortage areas.
This bill requires the Federal Communications Commission (FCC) to analyze and report on the demands associated with edge provider data transmitted over rural broadband networks during a specified six-year period. An edge provider is an entity that provides content, applications, or services over the internet (e.g., search engine providers, streaming video or music services, social media platforms, and retailers). Some edge providers generate revenue by selling products or subscriptions to their content, while others offer their content for free and generate revenue by selling advertising to users based on user-provided information. In its analysis, the FCC must retrospectively and prospectively estimate the quantity of edge provider data transmitted over rural broadband networks. It must also calculate costs to rural broadband providers that are not otherwise recovered for transmitting such data. These costs include (1) initial deployment of rural broadband networks, (2) operation and maintenance of those networks, and (3) the delivery of services to users over those networks.
George Floyd Justice in Policing Act of 2021 This bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It increases accountability for law enforcement misconduct, restricts the use of certain policing practices, enhances transparency and data collection, and establishes best practices and training requirements. The bill enhances existing enforcement mechanisms to remedy violations by law enforcement. Among other things, it does the following: lowers the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecution, limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer, and grants administrative subpoena power to the Department of Justice (DOJ) in pattern-or-practice investigations. It establishes a framework to prevent and remedy racial profiling by law enforcement at the federal, state, and local levels. It also limits the unnecessary use of force and restricts the use of no-knock warrants, chokeholds, and carotid holds. The bill creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. It also establishes new reporting requirements, including on the use of force, officer misconduct, and routine policing practices (e.g., stops and searches). Finally, it directs DOJ to create uniform accreditation standards for law enforcement agencies and requires law enforcement officers to complete training on racial profiling, implicit bias, and the duty to intervene when another officer uses excessive force.
Concerns Over Nations Funding University Campus Institutes in the United States Act or the CONFUCIUS Act This bill addresses China's influence on postsecondary educational institutions through Confucius Institutes, which are cultural institutes directly or indirectly funded by the Chinese government. Specifically, the bill establishes requirements for postsecondary educational institutions that receive federal funding and that have contracts or agreements with Confucius Institutes. The contracts or agreements must include clear provisions that (1) protect the academic freedom of the institutions; (2) prohibit the application of foreign law on the institutions' campuses; and (3) grant full managerial authority of the institutes to the institutions, including full control over teaching plans, activities, research grants, and employment decisions.
National Women's Hall of Fame Commemorative Coin Act of 2021 This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, half-dollar clad coins, and proof silver $1 coins in recognition and celebration of the National Women's Hall of Fame in Seneca Falls, New York. All minted coins shall include a specified surcharge, which shall be paid to the National Women's Hall of Fame Foundation to establish an endowment fund to provide for the long-term financing of the hall's operations.
Agricultural Intelligence Measures Act or the AIM Act This bill establishes the Office of Intelligence in the Department of Agriculture (USDA) under the National Intelligence Program. The office must leverage the capabilities of the intelligence community and the intelligence-related research of the National Laboratories to ensure that USDA is fully informed of threats by foreign actors to U.S. agriculture; focus on understanding foreign efforts to steal U.S. agriculture knowledge and technology, and develop or implement biological warfare attacks, cyber or clandestine operations, or other means of sabotaging and disrupting U.S. agriculture; prepare, conduct, and facilitate intelligence briefings for USDA; operate as the liaison between USDA and the intelligence community, with the authority to request intelligence collection and analysis on matters related to U.S. agriculture; collaborate with the intelligence community to downgrade intelligence assessments for broader dissemination within USDA; and facilitate the sharing of information on foreign activities related to agriculture with the intelligence community.
Retired Pay Restoration Act This bill allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability. Under current law, only individuals with service-connected disabilities rated at 50% or more receive both without offset. Individuals who were retired or separated after at least 20 years of military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.
Protecting Individuals with Down Syndrome Act This bill creates new federal crimes related to the performance of an abortion on an unborn child who has Down syndrome. It subjects a violator to criminal penalties—a fine, a prison term of up to five years, or both. It also authorizes civil remedies, including damages and injunctive relief. A woman who undergoes such an abortion may not be prosecuted or held civilly liable.
Protecting the Dignity of Unborn Children Act of 2021 This bill establishes a new criminal offense for recklessly disposing of or abandoning fetal remains in a landfill or in any navigable waters of the United States. The term fetal remains means any part (except a cremated part) of a deceased human fetus following an abortion. A violator is subject to a fine, up to three years in prison, or both.
David Dorn Act of 2021 This bill increases criminal penalties for rioting and related offenses (e.g., inciting a riot). Specifically, the bill increases the maximum prison term from 5 to 10 years. Additionally, if a fine is imposed for an offense, the bill sets a minimum fine amount of $1,000.
Patrick Underwood Federal Law Enforcement Protection Act of 2021 This bill revises the federal criminal statute that prohibits assaulting, resisting, or impeding certain federal officers or employees. Among other changes, the bill increases the applicable penalties for such offenses.
This joint resolution proposes a constitutional amendment limiting Representatives to three terms and Senators to two terms. Terms beginning before the ratification of this amendment do not count towards these term limits.
