HR 2911: VA Transparency & Trust Act of 2021

VA Transparency & Trust Act of 2021 This bill requires the Department of Veterans Affairs (VA) to submit a plan for obligating and expending covered funds, which are funds made available to the VA for response to the COVID-19 pandemic. The bill requires the VA to submit biweekly reports regarding obligations, expenditures, and planned uses of the funds until seven days after the VA has expended all covered funds. The Inspector General of the VA must submit reports examining the obligations and expenditures made using covered funds during the specified reporting period. Finally, the Government Accountability Office must submit an interim report and final report containing a review of obligations and expenditures made using covered funds.

HRES 805: Amending the Rules of the House of Representatives to require a witness who appears before any committee of the House of Representatives in a nongovernmental capacity to disclose certain amounts received from the Federal Government or a foreign government or certain foreign entities, and for other purposes.

This resolution modifies requirements for written statements required of nongovernmental witnesses who appear before standing committees of the House of Representatives. Specifically, the resolution eliminates a requirement that a witness disclose whether they are a fiduciary of an organization or entity that has an interest in the subject matter of the hearing, in favor of a requirement that they disclose whether they are a fiduciary of an entity that has received payments from a specified foreign entity. The resolution also requires nongovernmental witnesses to disclose in their written statement certain contracts with specified foreign persons or entities. If the committee determines that a witness knowingly and willfully failed to truthfully comply with such disclosure requirements, the witness is prohibited from testifying before the committee for three years.

S 3242: Prairie Band Potawatomi Nation Shab-eh-nay Band Reservation Settlement Act of 2021

Prairie Band Potawatomi Nation Shab-eh-nay Band Reservation Settlement Act of 2021 This bill provides for the settlement of claims by the Prairie Band Potawatomi Nation relating to the Shab-eh-nay Band Reservation in northern Illinois. The reservation consists of 1,280 acres and, due to a sale in 1849, is currently occupied by the tribe and nontribe entities, including the State of Illinois, the Dekalb County government, and corporate entities. In particular, the bill recognizes the tribe's ownership of 130 acres of land within the reservation. Further, the bill extinguishes the tribe's title to the remainder of the reservation. Additionally, the bill requires the Department of the Interior to pay the tribe a specified amount as partial settlement of the tribe's claims for the tribe to promote economic development and land acquisition. The bill also outlines a process for subsequent payments to the tribe. The tribe may use these settlement funds to acquire up to 1,151 acres of land within or near the reservation. The bill authorizes the tribe to enter into agreements with the State of Illinois and local governments. It requires land that is located within the boundaries of the reservation and owned by state and local governments to be managed to protect any human or cultural remains.

S 3236: Reforming Broadband Connectivity Act of 2021

Reforming Broadband Connectivity Act of 2021 This bill requires the Federal Communications Commission (FCC) to make changes to the financing of the Universal Service Fund. This fund, which is financed by fees contributed by telecommunications carriers, supports programs to expand the availability of and access to telecommunications services. Specifically, the bill directs the FCC to (1) study the need for expanding the fund's contribution base to ensure fairness and equity in applicable contribution requirements, and (2) reform the fund's contribution system through rulemaking. In carrying out the rulemaking, the FCC must consider the findings and recommendations of its study and the impact of changes on consumers, businesses, and seniors.

Fairness for Federal Contractors Act of 2021 This bill prohibits executive agencies from requiring contractors to receive a COVID-19 vaccination. The bill also requires the Government Accountability Office to study the degree to which Executive Order 14042 (Ensuring Adequate COVID Safety Protocols for Federal Contractors) caused disruptions to federal contracts, supply chains, and transportation systems.

HR 5991: Science-Based Emissions Standards Act of 2021

Science-Based Emissions Standards Act of 2021 This bill prohibits the Environmental Protection Agency (EPA) from finalizing any rule to amend the new source performance standards for stationary sources under the Clean Air Act to reduce methane emissions from new and modified oil and natural gas facilities until the Department of Energy takes specified actions. Specifically, the Department of Energy must first (1) complete and publish the results of the study titled Quantification of Methane Emissions from Marginal (Small Producing) Oil and Gas Wells, and (2) provide a period of at least 90 days for public comment on the application of the study's results. The EPA must take the results of the study into consideration when finalizing the rule.

HR 6005: Access to Birth Control Act

Access to Birth Control Act This bill requires pharmacies to comply with certain rules related to ensuring access to contraceptives. Specifically, pharmacies must provide without delay a customer with any contraceptive or related medication that is in stock. If the contraceptive is not in stock, the pharmacy must immediately inform the customer and either order the contraceptive or refer the customer to a pharmacy that has it in stock. Laws in some states provide pharmacists with the right to refuse to dispense contraceptive-related drugs on religious or conscience grounds. Pharmacies may refuse to provide a contraceptive to a customer (1) if the customer lacks a valid prescription for a prescription contraceptive or is unable to pay for the contraceptive, or (2) based on a pharmacy employee's professional clinical judgment. The bill also establishes a private cause of action and civil monetary penalties for violations of the bill.

HJRES 65: Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Labor relating to "COVID-19 Vaccination and Testing; Emergency Temporary Standard".

This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.
