S 3632: CRACK Act of 2022

Cutting Rampant Access to Crack Kits Act of 2022 or the CRACK Act of 2022 This bill prohibits community-based overdose prevention programs, syringe services programs, and other harm reduction programs from using funds made available through the American Rescue Plan Act of 2021 to procure or distribute pipes or other paraphernalia that can be used to smoke, inhale, or ingest narcotics.

S 3636: Strengthening STEM Ecosystems Act

Strengthening STEM Ecosystems Act This bill authorizes the award of science, technology, engineering, and mathematics (STEM) ecosystem grants. STEM ecosystem means a network, consortium, or multi-sector partnership that is united by a collective vision of supporting participation in STEM through the creation of accessible, inclusive STEM learning experiences and opportunities with a broad range of nonfederal partners, including pre-K through grade 12 schools. The bill authorizes the National Science Foundation (NSF) to award competitive grants to eligible entities to be used for activities that draw on the expertise of those entities to improve STEM learning, the STEM network or community of practice, and workforce development, including to share best practices. The bill states that the purpose of a grant is to leverage the expertise, depth of cross-sector partnerships, and equity focus of STEM ecosystems to enhance the value of STEM-intensive organizations in improving STEM learning to address immediate and long-term STEM workforce and economic needs in states and communities. No fewer than 25% of grants awarded under this bill and 25% of the total amount awarded shall be made to eligible entities that serve jurisdictions that participate in the Established Program to Stimulate Competitive Research (EPSCoR).

S 3623: Violence Against Women Act Reauthorization Act of 2022

Violence Against Women Act Reauthorization Act of 2022 This bill modifies and reauthorizes through FY2027 programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. The bill also authorizes new programs, makes changes to federal criminal laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

HR 6700: Critical Access Hospital Relief Act of 2022

Critical Access Hospital Relief Act of 2022 This bill repeals the 96-hour physician-certification requirement for inpatient critical access hospital services under Medicare. Under current law, as a condition for Medicare payment for such services, a physician must certify that a patient may reasonably be expected to be discharged or transferred to a hospital within 96 hours after admission to the critical access hospital.

HR 6659: Health Care for Burn Pit Veterans Act

Health Care for Burn Pit Veterans Act This bill updates policies and procedures related to Department of Veterans Affairs (VA) health care and benefits for veterans who have been exposed to toxic substances. Specifically, the bill extends the eligibility period for VA hospital care, medical services, and nursing home care for combat veterans who served after September 11, 2001, and were exposed to toxic substances, radiation, or other conditions, including those who did not enroll to receive VA care during the eligibility period. The VA must incorporate into its existing health care screening a screening to help determine potential exposures to toxic substances during military service. Among other requirements, the VA must also provide annual training to health care and benefits personnel with respect to veterans who were exposed to toxic substances; analyze total and respiratory disease mortality in veterans who served in specified locations on specified dates; conduct an epidemiological study on the health trends of veterans who served in the Armed Forces after September 11, 2001; conduct a study to determine trends in the rates of the incidence of cancer in veterans; publish a list of VA resources for veterans who were exposed to toxic substances, families and caregivers of such veterans, and survivors of such veterans who are receiving death benefits; and report on the data quality of the Individual Longitudinal Exposure Record and its usefulness in supporting veterans in receiving VA health care and benefits.

HR 6658: Protecting Family and Small Business Tax Cuts Act of 2022

Protecting Family and Small Business Tax Cuts Act of 2022 This bill makes permanent provisions affecting individual and business taxpayers that were enacted in 2017 by the Tax Cuts and Jobs Act and are scheduled to expire at the end of 2025. The bill makes permanent provisions that reduce individual and capital gain tax rates. The bill increases the standard tax deduction for individual taxpayers. It also increases and modifies the child tax credit and raises the contribution base for the tax deduction of charitable contributions. The bill allows additional contributions to ABLE accounts (tax-exempt accounts designed to enable individuals with disabilities to save and pay for disability-related expenses). It exempts from taxation combat zone benefits of members of the Armed Forces serving in the Sinai Peninsula of Egypt and the moving expenses of servicemembers. Additionally, the bill lowers to $750,000 the amount of mortgage debt eligible for an interest expense tax deduction; excludes from the gross income of student borrowers income attributable to the discharge after 2025 of loan debt due to death or disability; makes permanent the limitation on the tax deduction for state and local taxes and denies a deduction for foreign real property taxes; makes permanent the tax deduction of the income of certain pass-through business entities; repeals the tax deduction for personal tax exemptions and the exclusion of employer-provided bicycle commuter fringe benefits; terminates certain miscellaneous itemized tax deductions; doubles the estate and gift tax exemption amount; and makes permanent the increase of the alternative minimum tax exemption amount for individual taxpayers.

HR 6641: DRA of 2022

DMEPOS Relief Act of 2022 or the DRA of 2022 This bill increases payment adjustments for certain items that were included in Round 2021 of the Medicare Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (DMEPOS) Competitive Bidding Program but for which contracts were not executed. The bill applies to items that are furnished between January 1, 2022, and December 31, 2023, and that were not subject to the unadjusted fee schedule amount as of January 1, 2021. Under the DMEPOS Competitive Bidding Program, the Centers for Medicare & Medicaid Services (CMS) sets payment for certain durable medical equipment under Medicare based on a competitive bidding process with suppliers, rather than the fee schedule amount. The CMS included 16 product categories in Round 2021 of the program but ultimately did not award contracts for 13 of these categories (that were also in previous rounds) as the resulting payment amounts did not achieve expected savings.

HR 3485: Global Respect Act

Global Respect Act This bill imposes visa-blocking sanctions on foreign persons responsible for or complicit in violating the human rights of individuals due to actual or perceived sexual orientation, gender identity, or sex characteristics. The President must report and periodically update a list of foreign persons responsible for such human rights violations and apply sanctions accordingly. The Department of State must designate at least one senior officer who shall be responsible for tracking violence and discrimination against individuals based on actual or perceived sexual orientation, gender identity, or sex characteristics in foreign countries.

HR 6633: To direct the Secretary concerned to reinstate a member involuntarily separated from the Armed Forces solely on the basis of the refusal of such member to receive a vaccination against COVID-19.

This bill requires the military departments to reinstate individuals (upon their request) who were involuntarily separated from the Armed Forces solely based on their refusal to receive a COVID-19 vaccination. Such individuals must be reinstated in the grade they held prior to the separation.

HR 6629: Informed Lawmaking to Combat Inflation Act

Informed Lawmaking to Combat Inflation Act This bill requires the Congressional Budget Office to provide inflation estimates for certain legislation that is projected to cause an annual gross budgetary effect of at least 0.25% of the projected gross domestic product of the United States. The estimates must determine whether the legislation will have no significant impact on inflation, a quantifiable inflationary impact on the consumer price index, or a significant impact on inflation that cannot be quantified at the time the estimate is prepared. The requirement does not apply to legislation that (1) provides for emergency assistance or relief at the request of any state, local, or tribal government; or (2) is necessary for the national security or the ratification or implementation of international treaty obligations.

HR 6613: Keeping School Meals Flexible Act

Keeping School Meals Flexible Act This bill extends authority through June 30, 2023, for the Department of Agriculture (USDA) to waive certain requirements for the school meal programs to address COVID-19. The bill extends the authority for USDA to issue a single waiver of child nutrition program requirements to all states under the National School Lunch Program for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; grant waivers of requirements to allow non-congregate feeding in the Child and Adult Care Food Program for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; and grant waivers related to the nutritional content of meals served in child nutrition programs if it determines the waiver is necessary to provide meals and snacks, and there is a food supply chain disruption due to COVID-19.
