Dentist and Optometric Care Access Act of 2021 or the DOC Access Act of 20 21 This bill prohibits private health insurance plans from setting rates for items and services, except for dental cleanings, provided by a doctor of optometry, of dental surgery, or of dental medicine for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. Such doctors may elect to waive the application of the payment amount and choice of laboratories provisions of this bill. The bill establishes a private right of action for a person adversely affected by a violation of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.
This resolution acknowledges the safety and efficacy of COVID-19 (i.e., coronavirus disease 2019) vaccines and encourages all eligible individuals to receive a vaccination.
Agricultural Security Risk Review Act This bill expands the membership of the Committee on Foreign Investment in the United States to include the Secretary of Agriculture. (The committee reviews the national security implications of certain foreign investments in U.S. businesses or real estate, including critical infrastructure or technologies.)
Gigabit Opportunity Act This bill authorizes the designation of qualified gigabit opportunity zones in low-income communities and provides tax incentives for investments in such zones. Governors may submit nominations for a limited number of qualified gigabit opportunity zones in low-income communities to the Department of the Treasury for certification and designation and must give particular consideration to areas that are facing obstacles to economic development due to a lack of geographic broadband coverage or speed; are the focus of mutually reinforcing state, local, or private economic development initiatives; are poised for economic growth that requires access to high speed broadband for commercial purposes; and represent the areas of a state where such service would result in the highest return on investment. For eligible taxpayers who sell certain broadband services, the bill allows (1) deferrals, reductions, or exemptions from taxes on capital gains invested in certain property used to provide broadband services in a zone; and (2) immediate expensing of the costs of the property. The bill also allows tax-exempt private activity bonds to be used for certain broadband projects in the zones. Within one year of enactment of this bill, the Federal Communications Commission must publish a Uniform Model Broadband Deployment Act containing laws for the state regulation of the deployment of broadband services. Qualified zones must either adopt the Act or laws comparable to the Act.
Taxpayers and Savers Protection Act or the TSP Act This bill prohibits any sums in the Thrift Savings Fund from being invested in a security that is listed on an exchange in a jurisdiction in which the Public Company Accounting Oversight Board is prevented from conducting the mandatory inspection or investigation of a registered public accounting firm because of a position taken by an authority in that jurisdiction.
Protecting Our Well-being by Expanding Russian Sanctions Act or the POWERS Act This bill expands existing sanctions against foreign persons engaged in certain activities related to the Nord Stream 2 and TurkStream pipelines, two Russian pipelines that were constructed to supply natural gas to Europe. Currently, these sanctions apply to foreign persons that (1) provided pipe-laying vessels for the construction of either pipeline, (2) facilitated certain transactions for such vessels, (3) provided certain underwriting services or insurance for such vessels, or (4) provided certain services for such vessels or Nord Stream 2. Under this bill, these sanctions must also apply to any foreign person that engaged in any transaction with such sanctioned persons. The bill also reinstates any sanctions that were previously waived with respect to Nord Stream 2 AG (the company established to construct and operate the pipeline) or any of its corporate officers. Such reinstated sanctions may not be waived except by an act of Congress.
Foreign Agents Disclosure and Registration Enhancement Act of 2021 This bill provides the Department of Justice (DOJ) with a mechanism to demand evidence for investigating compliance with foreign-agent disclosure requirements and increases penalties relating to such requirements. DOJ may issue civil investigative demands to a person who may have information relevant to an investigation related to the Foreign Agents Registration Act of 1938 (FARA). Such demands may be for documents, written answers to questions, or oral testimony. The bill prescribes various procedures and requirements, such as minimum notice periods when seeking oral testimony. Investigative demands may be enforced or challenged in district court. Such investigative demands may not require the production of information that would be protected from disclosure under (1) the rules governing grand jury subpoenas, or (2) the Federal Rules of Civil Procedure to the extent the rules are consistent with this bill. The bill increases the maximum criminal fine for certain FARA violations from $10,000 to $200,000. It shall be unlawful for an agent of a foreign principal to willfully fail to disclose being a FARA-registered agent before or during a meeting with a Member of Congress (or with staff of a Member or congressional committee). The bill provides for various civil penalties for failing to meet agent registration requirements. The foreign principal of a penalized agent may not pay the imposed fines. The Government Accountability Office shall (1) analyze the effectiveness of FARA enforcement, and (2) audit the exemption to the Lobbying Disclosure Act for FARA-registered agents.
Medicare Audiologist Access and Services Act of 2021 This bill provides for Medicare coverage of certain audiologist services. Specifically, the bill expands coverage to include diagnostic and treatment services that are furnished by audiologists and that would otherwise be covered if provided by a physician, including incidental services, regardless of whether such services are provided pursuant to a referral from, or under the supervision of, a physician or other health care practitioner.
Don't Weaponize the IRS Act This bill codifies regulations promulgated by the Trump Administration exempting certain tax-exempt organizations from specified reporting requirements. Specifically the bill increases from $5,000 to $50,000 the gross receipts threshold used to determine the eligibility of tax-exempt organizations for the exemption from certain disclosure and reporting requirements; expands the definition of organization to include tax-exempt charitable organizations and organizations with no significant activities relating to lobbying, political activity, and the operation of a trade or business; exempts from disclosure the names and addresses of contributors to an organization in its annual informational return; and extends exemptions from reporting requirements to political action committees (i.e., 527 organizations).
Saving Gig Economy Taxpayers Act This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.
See the Crisis Act This bill limits international travel by the Vice President until after certain activities are undertaken regarding the southwest border. Specifically, the bill prohibits the obligation or expenditure of federal funds for the Vice President's travel expenses to travel outside of the United States until the Vice President (1) personally travels to at least one of several specified counties along the border to review the activities of federal agencies responsible for enforcing and implementing immigration laws, and (2) submits a report relating to the situation at the border.
Promoting Programming, Research, Education and Preservation in Civics and Government Act or the PREP Civics and Government Act This bill amends the National Foundation on the Arts and the Humanities Act of 1965 to include the study and interpretation of civics and government under the definition of humanities.
