This resolution recognizes the 75th anniversary of the enactment of the Lanham Act and designates July 2021 as National Anti-Counterfeiting and Consumer Education and Awareness Month.
Suicide and Crisis Outreach Prevention Enhancement Act This bill reauthorizes through FY2026 and otherwise revises the National Suicide Prevention Lifeline program by expanding program activities and placing requirements on telecommunications carriers. The program provides free and confidential support to people in suicidal crisis or emotional distress through either a nationwide three-digit or toll-free telephone number. Expanded activities include increasing the program's capacity to provide prevention and intervention services, carrying out public awareness and outreach about the program, and collecting data on disparities in accessing the program and among individuals seeking help. Furthermore, telecommunications carriers must transmit any calls made to the program to the caller's local crisis center. They must also transmit the call, if transferred by the local crisis center, to the applicable local emergency service, mental health resource, or similar support. The bill also prohibits telecommunications carriers from deducting minutes from a caller's pre-paid phone plan for calls made to the program.
Put the Brakes on Boondoggles Act This bill prohibits the Department of Transportation from awarding additional financial assistance to transit or rail projects if their overall projected costs exceed the original costs by at least $1 billion and if their projected operational and administrative costs to provide the service exceed revenues generated from ridership over the next decade.
Anti-BDS Labeling Act This bill provides statutory authority for the continuation of U.S. policy related to country of origin marking for imported goods that are produced in the West Bank or Gaza. Currently, such goods must carry specified markings that indicate their origin. Further, the bill prohibits the use of any funds made available to the Department of State or to U.S. Customs and Border Protection to rescind or change this policy.
Transition for Success Act This bill allows members of the reserve components of the Armed Forces to participate in the Department of Defense's Skillbridge program, which provides job training to service members who are transitioning into civilian life.
Say No to Indoctrination Act This bill prohibits the use of federal funds to teach or advance concepts that separate individuals based on race, color, or national origin; assign characteristics to individuals based on race, color, or national origin; or imply that the United States is an inherently racist country.
Access to Congressionally Mandated Reports Act This bill requires the Government Publishing Office (GPO) to establish and maintain a publicly available online portal containing copies of all congressionally mandated reports. A federal agency must submit a congressionally mandated report and specified information about the report to the GPO between 30 and 45 days after submission of the report to either chamber or to any congressional committee or subcommittee. Upon the written request of the chair of a congressional committee or subcommittee to the GPO, a report submitted to that committee or subcommittee shall not be submitted or published on the portal. Federally chartered corporations, the Government Accountability Office, and any elements of the intelligence community are excluded from the requirements of this bill. The Office of Management and Budget must issue guidance to federal agencies on the bill's requirement for agencies to submit copies of congressionally mandated reports and related information to the GPO.
Make Rules Matter Act This bill modifies the requirements for raising and waiving several budget points of order that apply to legislation in the Senate. Among other modifications, the bill requires an affirmative vote of two-thirds of the Senate to waive certain budget points of order. (Under current law, most budget points of order may be waived by a vote of three-fifths of the Senate.)
Veterans Cannabis Analysis, Research, and Effectiveness Act or the Veterans CARE Act This bill requires the Department of Veterans Affairs (VA) to conduct and support research on the efficacy and safety of certain forms of cannabis and cannabis delivery for veterans enrolled in the VA health care system and diagnosed with conditions such as chronic pain or post-traumatic stress disorder. Collected data shall be preserved in a manner that facilitates further research.
Veteran Readiness and Employment National Emergency Extended Deadline Act or the VR&E NEED Act This bill extends a veteran's eligibility for the Veteran Readiness and Employment program when educational institutions are temporarily or permanently closed due to an emergency situation, or there is another reason that prevents a veteran from participating. Specifically, the period of eligibility must not run during the period the veteran is prevented from participating in the program. The period must resume on a date, determined by the Department of Veterans Affairs, that is not earlier than the first day after the veteran is able to resume participation and not later than 90 days after that day.
Recognizing and Ensuring Taxpayer Access to Infrastructure Necessary for GPS and Satellite Communications Act of 2021 or the RETAIN GPS and Satellite Communications Act of 2021 This bill places conditions on entities that deploy commercial terrestrial operations in the 1525-1559 megahertz (MHz) band or the 1626.5-1660.6 MHz band of the electromagnetic spectrum. These frequency bands are traditionally used for satellite operations, including the global positioning system (GPS). On April 19, 2020, the Federal Communications Commission approved an application for a low-power 5G wireless network in such bands despite concerns about the network interfering with GPS and other operations on adjacent bands. In its application, the entity committed to update, repair, or replace federal devices, platforms, or systems affected by its operations. This bill requires an entity (including the previously approved entity) that deploys terrestrial operations in the designated bands to reimburse a federal agency or a person for certain costs if the entity's operations interfere with or otherwise affect the operations of the agency or person. These costs may include necessary upgrades, repairs, or replacements to satellite communication devices and related equipment, as well as expenses for engineering studies and labor. Reimbursable costs owed by the entity transfer to any assignee, successor, or purchaser of its license to deploy terrestrial operations in the designated bands. The bill also expressly authorizes federal agencies to directly accept from the entity reimbursements for incurred costs.
This concurrent resolution expresses the sense of Congress that government entities should consider using a portion of proceeds from litigation against opioid manufacturers and distributors for drug take-back programs.
