Manufactured Housing Community Preservation Act of 2021 This bill requires the Department of Housing and Urban Development to award grants to nonprofit organizations, public housing agencies, and other entities for the preservation of manufactured housing communities. Such funds may be used to (1) acquire and preserve manufactured housing communities; (2) make improvements to common areas and community property in such communities; and (3) demolish, remove, and replace dilapidated homes in such communities. A grantee that uses funds to acquire a manufactured housing community must agree to maintain the community for at least 20 years.
Captive Primate Safety Act This bill limits the trade and possession of nonhuman primates. For example, the bill prohibits most individuals from owning a nonhuman primate as a pet.
Critically Endangered Animals Conservation Act of 2021 This bill provides statutory authority for the Critically Endangered Animals Conservation Fund, which finances a grant program to protect critically endangered species. Specifically, the bill requires the Department of the Interior to establish the fund as a separate account in the Multinational Species Conservation Fund. Critically endangered species means any animal species categorized on the International Union for Conservation of Nature (IUCN) Red List of Threatened Species as either endangered or critically endangered. The term also means any other animals species categorized on such list as data deficient or under a threat category lower than endangered if Interior determines that (1) the most recent IUCN Red List assessment indicates that the population is decreasing, or (2) such species is facing new or emerging threats.
This resolution amends the Standing Rules of the Senate to require each Senate committee report to contain an analytical statement as to whether, and the extent to which, the increased budget authority, outlays, or revenue produced by the enactment of the bill or joint resolution into law may have an inflationary impact on prices and costs in the operation of the national economy or the purchasing power of low- and middle-income families.
Repeal Insurance Plans of the Multi-State Program Act or the RIP MSP Act This bill repeals the multi-state insurance plan program. (The multi-state plan program requires the Office of Personnel Management (OPM) to contract with insurance issuers to provide a qualified health plan through the health insurance exchanges in multiple states.) The OPM must report about the process and timeline for ending the program within 60 days.
Provider Relief Fund Deadline Extension Act This bill extends the period during which health care providers may use payments received from the Provider Relief Fund to cover a variety of costs related to COVID-19.
Ensuring Quality Care for O ur Veterans Act This bill directs the Department of Veterans Affairs (VA) to contract with a nonfederal organization to conduct a quality management review of hospital care or medical services furnished by each Veterans Health Administration (VHA) provider whose license was terminated by a state licensing board based upon care or services provided in a non-VHA facility. If a review determines that the standard of care was not met, the VA shall notify the individual who received such care or services.
Onward to Opportunity Act This bill requires the Department of Defense to implement a pilot grant program at five military installations to provide enhanced support and funding to eligible entities to supplement the Transition Assistance Program (TAP) in providing job opportunities for industry-recognized certifications, job placement assistance, and related employment services to service members participating in TAP and their spouses.
Performing Artist Tax Parity Act of 2021 This bill modifies the tax deduction for the expenses of performing artists (including commissions paid to managers or agents) to provide for a phaseout of such deduction for taxpayers whose adjusted gross income exceeds $100,000 ($200,000 for joint return filers). The $100,000 phaseout threshold is adjusted for inflation annually for taxable years beginning after 2021.
Protecting Patients from Medicaid Fraud Act This bill requires state Medicaid programs to consult with the Centers for Medicare & Medicaid Services (CMS) about provider screening and oversight requirements if they have not already opted to do so. Additionally, states that are not in compliance with these screening and oversight requirements must submit progress reports to the CMS annually.
Meat and Poultry Special Investigator Act This bill establishes within the Department of Agriculture's Packers and Stockyards Division the Office of the Special Investigator for Competition Matters. Specifically, the office must use all available tools (e.g., subpoenas) to investigate and prosecute violations of the Packers and Stockyards Act of 1921. Further, the bill grants the office the authority to bring any civil or administrative action authorized by that act. Additionally, the office must serve as a liaison to the Department of Justice and the Federal Trade Commission with respect to competition and trade practices in the food and agricultural sector, consult with the Department of Homeland Security on national security and critical infrastructure security in the food and agricultural sector, and maintain a staff of attorneys and other professionals with appropriate expertise.
This resolution designates July 30, 2021, as National Whistleblower Appreciation Day.
