S 2823: No Hearing, No Vote Act of 2021

No Hearing, No Vote Act of 2021 This bill prohibits the Senate from considering a budget reconciliation bill unless at least one committee hearing has been held regarding the bill. (Reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) Specifically, the bill prohibits the Senate from considering a reconciliation bill unless (1) the bill was reported by a committee that received reconciliation instructions or by the Senate Budget Committee after receiving recommendations from committees that received instructions, and (2) each committee that reported the bill or ordered recommendations to be reported to the Senate Budget Committee held at least one hearing regarding any major provision of the bill that is within the jurisdiction of the committee.

S 2799: Prime CUTS Act

Prime Cancel Unnecessary Transactions and Spending Act or the Prime CUTS Act This bill restricts certain spending by federal agencies. It also authorizes the U.S. Mint to modify the metallic composition of circulating coins to a new metallic composition under specified circumstances and terminates the Presidential Election Campaign Fund. Specifically, the bill limits the amount of discretionary spending that an executive agency may obligate in the two-month period immediately preceding the end of a fiscal year. The bill authorizes the Department of Defense to consolidate infrastructure at its distribution centers to improve the effectiveness and efficiency of the supply chain and inventory management. The bill prohibits specified federal spending to purchase, acquire, or distribute swag and requires each agency to report on public relations and advertising spending. Swag is merchandise (typically displaying an agency's name or seal) that is commonly distributed to all employees or participants at a particular event for the sole purpose of promoting or advertising the agency or organization. The bill prohibits the use of federal funds for certain transit and rail projects.

HR 5342: Tyler Clementi Higher Education Anti-Harassment Act of 2021

Tyler Clementi Higher Education Anti-Harassment Act of 2021 This bill addresses harassment at institutions of higher education (IHEs). Specifically, the bill requires each IHE to include in its annual security report a statement of policy regarding harassment on the basis of a student's actual or perceived race, color, national origin, sex (including sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, and a sex stereotype), disability, or religion. In addition, the Department of Education may award grants to IHEs to initiate, expand, or improve programs to (1) prevent the harassment of students; (2) provide counseling or redress services to students who have been harassed or accused of subjecting other students to harassment; or (3) educate and train students, faculty, or staff to prevent harassment or address harassment if it occurs.

HR 5339: Protecting Education Privacy Act

Protecting Education Privacy Act This bill limits the release of students' personally identifiable information contained in education records. The bill includes local educational authorities among the officials designated as authorized representatives of an education agency with access to student records. Authorized representatives must be under the direct control of the agency. The bill prohibits (1) the use of students' personally identifiable information for the development of commercial products or services without the written consent of their parents, and (2) the Department of Education from promulgating or enforcing any regulation that defines early childhood education program or education program for any purpose under the Family Educational Rights and Privacy Act of 1974 on or after this bill's enactment.

HR 5328: No CRT Act

No Corrupt Racist Training Act or the No CRT Act This bill directs the Department of Education to make grants to parents of eligible students for certain education-related expenses. Eligible student refers to a student who (1) is served by a local educational agency that, for the 2021-2022 school year, teaches or advances certain curricula or other activities related to race; and (2) is from a household with a household income that is less than 250% of the reduced-price lunch rate income. Grant funds may be used for tuition and fees for private elementary or secondary schools, private tutoring, home school expenses, or educational materials.
