Beagle Brigade Act of 2022 This bill provides statutory authority for the National Detector Dog Training Center that is operated by the Animal and Plant Health Inspection Service of the Department of Agriculture. The center trains dogs to inspect passenger baggage, cargo, mailed packages, and vehicles to detect foreign pests and diseases that threaten domestic agriculture and natural resources.

S 3657: A bill to require the Director of National Intelligence to provide notification to Congress of abandoned United States military equipment used in terrorist attacks.

This bill requires the Office of the Director of National Intelligence to report to Congress if an intelligence community element determines that U.S. military equipment left unsecured in Afghanistan, Iraq, or Syria has been used in a terrorist attack against the United States, U.S. allies or partners, or local populations. The report must be submitted no later than 30 days after the intelligence community determination.

S 3672: RETURN Act of 2022

Return Employees to Understaffed Work Sites to Reopen Now Act of 2022 or the RETURN Act of 2022 This bill requires each federal agency to submit to Congress and publish on the agency's website a plan for the agency to resume in-person operations. The plan shall, among other things, include the agency's policy with respect to permitting permanent remote work for employees who can successfully achieve their duties away from their official work sites, metrics to measure the productivity of employees performing remote work to identify employees that fail to fulfill their duties, a plan to provide essential government services in person for individuals in the United States, and measures to prepare for future public health emergencies that can be quickly implemented if remote work becomes necessary. Each agency must submit a report to the General Services Administration recommending termination of the agency's leases of physical work spaces that are underused.

HRES 928: Requesting the President, and directing the Secretary of Homeland Security, to transmit to the House of Representatives copies of all documents in their possession referring or relating to certain aspects of border policies of the United States.

This resolution requests the President and directs the Department of Homeland Security (DHS) to transmit to the House of Representatives, no later than 14 days after the date of the adoption of this resolution, copies of certain documents and other materials, both classified and unclassified, in the possession of the President or DHS as of the date of adoption of this resolution that refer or relate to certain aspects on border policy, particularly along the southwestern border.

S 3652: Never Yielding Europe’s Territory (NYET) Act of 2022

Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. Furthermore, the bill imposes sanctions, including on (1) senior Russian military officials responsible for planning or executing military operations that violated Ukraine's sovereignty or territorial integrity, and (2) foreign individuals or entities that acted on behalf of Russia's government to destabilize Ukraine or disrupt Ukraine's critical infrastructure. The bill also addresses additional matters, including (1) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (2) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.

HR 6733: Ban IRS Biometrics Act

Ban IRS Biometrics Act This bill prohibits the Department of the Treasury from requiring taxpayers to provide biometric information as a condition of filing any tax return, receiving any service, or accessing taxpayer information. The bill defines biometric information as any information regarding any measurable physical characteristic or personal behavioral trait used to recognize the identity, or verify the claimed identity or location, of an individual, including facial images, fingerprints, and iris scans. Treasury must also develop a plan for the safe and secure destruction and disposal of any biometric information collected or used prior to the enactment of this bill.

HR 6732: Small LENDER Act

Small Lenders Exempt from New Data and Excessive Reporting Act or the Small LENDER Act This bill exempts certain financial institutions and transactions from the Consumer Financial Protection Bureau (CFPB) reporting requirements with respect to data about small business credit applications. Under the bill, the requirements apply only to financial institutions that originate at least 500 credit transactions to small businesses in each of the preceding two years. The bill further defines small businesses as those with annual revenue of $1 million or less. Currently, the CFPB has proposed a rule that the requirements apply only to financial institutions that originate at least 25 annual credit transactions to small businesses in each of the preceding two years. The rule further defines small businesses as those with annual revenue of $5 million or less.

HR 6710: To direct the Secretary of Health and Human Services, acting through the Commissioner of Food and Drugs, to submit to Congress a report on barriers, including regulatory inefficiencies, to domestic manufacturing of active pharmaceutical ingredients, finished drug products, and devices, and for other purposes.

This bill requires the Food and Drug Administration (FDA) to report to Congress on barriers to the domestic manufacturing of imported active pharmaceutical ingredients, finished drug products, and devices that are critical to public health. The report must recommend strategies to overcome such barriers. The FDA may, to the extent appropriate, implement the strategies.

S 3634: Providing Reports on Inflation Costs and Economic Impact Act

Providing Reports on Inflation Costs and Economic Impact Act or the PRICE Act This bill establishes a point of order that prohibits the Senate from considering legislation that provides discretionary appropriations unless a Congressional Budget Office (CBO) report regarding the impact of the legislation on inflation has been submitted for publication in the Congressional Record. The CBO report must include an analysis of the impact the legislation would have on the Consumer Price Index for all Urban Consumers, the Employment Cost Index for private industry workers, and the purchasing power of consumers. The point of order may be waived or suspended by an affirmative vote of three-fifths of the Senate.
