S 3761: Student Loan Bond Expansion Act of 2026

S 3761, the Student Loan Bond Expansion Act of 2026, modifies federal tax rules to make it easier for states and local governments to issue bonds that fund student loans. The bill exempts "qualified student loan bonds" from two key restrictions: the annual limit on tax-exempt bond issuance (volume cap) and the alternative minimum tax calculation. This change allows more such bonds to be issued without triggering these tax rules, directly benefiting state or local entities that issue these bonds to support student loan programs. The law applies to bonds issued after the bill's enactment date.

S 3759: SAF Act

This bill (S 3759, the SAF Act) boosts financial incentives for producers of sustainable aviation fuel (SAF) by increasing tax credits and extending their availability. It raises the credit rate to $1.75 per gallon for certain SAF facilities (up from $1.00) and to 35 cents per gallon for others (up from 20 cents), while extending the credit period through December 31, 2033 (previously ending in 2029). The bill specifically defines SAF to exclude palm oil-based fuel and petroleum, requiring compliance with ASTM International fuel standards. These changes directly affect SAF producers meeting the defined criteria, providing greater financial support for clean aviation fuel production.

HR 7300: Make Elections Great Again Act

The Make Elections Great Again Act (HR 7300) would require voters to present photo identification to cast ballots in person or by mail for federal elections, with limited exceptions for religious objections or military voters. It would establish new requirements for proving U.S. citizenship during voter registration, including documentary proof of citizenship and proof of state residency. The bill would change mail-in ballot procedures by requiring voters to request mail-in ballots (rather than universal mail-in voting), implementing barcode tracking for mail-in ballots, and setting strict deadlines for ballot receipt. These provisions would apply to all states for federal elections held in 2027 or later, affecting how voters register, vote in person, and submit mail-in ballots for federal office elections.

HR 6675: DISPOSAL Act

HR 6675, the DISPOSAL Act, requires the General Services Administration (GSA) to sell or lease six specific federal buildings in Washington, D.C. (including the Frances Perkins, Forrestal, and Humphrey buildings) at fair market value or for up to 99 years. The bill mandates relocating federal agencies currently occupying these buildings to other locations, prohibits foreign ownership of the properties, and exempts the disposal from certain environmental and historic preservation requirements. Proceeds from sales must first cover relocation costs and GSA implementation expenses before any remaining funds go to deficit reduction. The law expires on December 31, 2028, and does not allow judicial review of GSA actions under this bill.

HR 7296: SAVE America Act

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

S 3739: Veterans Hearing Aid Improvement Act of 2026

This bill establishes a two-year demonstration project to test whether the VA should cover FDA-cleared over-the-counter hearing aids (like those sold in stores without a prescription) for eligible veterans. It directly affects veterans with mild-to-moderate hearing loss who are enrolled in VA care, have a clinical evaluation confirming medical need, no contraindications, and access to smartphone technology. The project compares outcomes and costs between veterans using FDA-approved OTC hearing aids and those using professionally fitted prescription aids across multiple VA facilities. The results will inform whether the VA should permanently cover OTC hearing aids under existing law, measuring both health benefits and fiscal impact.

S 3727: Putting an N to Learing about Fraud Act

This bill targets fraud prevention in federal child care and health care programs. It requires child care providers receiving federal funds to base payments on actual attendance records (not just enrollment) and retain those records for 7 years for audits. For health care, it triggers automatic reviews when total payments or provider numbers in a local area increase by over 100% in a single year, requiring the HHS Secretary to notify inspectors. The bill also mandates agencies to recover improper payments and report recovery amounts annually, with HHS conducting audits of high-risk programs after 5 years.

S 3697: SAVE Moms and Babies Act of 2026

The SAVE Moms and Babies Act of 2026 prohibits the FDA from approving new abortion drugs or granting investigational exemptions for them. It requires existing approved abortion drugs to be dispensed only in-person by certified healthcare providers in clinics or hospitals (not pharmacies), mandates providers to verify pregnancy duration and handle complications, and enforces strict adverse event reporting to the FDA. The bill directly affects healthcare providers prescribing abortion drugs, patients seeking these medications, and the FDA’s regulatory authority over such drugs. Key provisions include banning use after 70 days gestation, requiring provider certification for specific medical capabilities, and mandating documentation of risks to patients.
