HB 1355: Human immunodeficiency virus.

Removes enhancements for battery by body waste and malicious mischief with food based on HIV contamination. Repeals offenses relating to semen or blood containing HIV antibodies. Makes conforming amendments.

HB 1359: Bed bug remediation in rental units.

Requires the tenant of a dwelling unit to notify the tenant's landlord if the tenant knows or reasonably suspects that the tenant's dwelling unit contains bed bugs. Requires the landlord, upon receiving the tenant's notice, to have the dwelling unit inspected by a qualified inspector. Requires the landlord, after receiving the inspection report, to provide to the tenant written notice indicating whether the dwelling unit contains bed bugs. Requires the landlord to begin taking reasonable measures to treat the bed bug presence if an inspection indicates the presence of bed bugs. Establishes responsibilities for the tenant and landlord concerning: (1) notice; (2) access to the dwelling unit; and (3) the payment of costs; associated with the inspection for, and treatment of, bed bugs. Authorizes the state chemist to adopt rules to implement these provisions. Requires the state chemist to establish requirements for the certification of a bed bug inspector.

HB 1357: Supplemental structured family care distribution.

Requires the office of the secretary of family and social services to distribute $6,000 to an individual if the individual's child or dependent received structured family caregiving services for at least three months during the 2024 calendar year. Makes an appropriation.

HB 1360: Medicaid coverage for health related social needs.

Requires the office of the secretary of family and social services to apply, not later than October 1, 2025, for approval of a Section 1115 Medicaid demonstration waiver to provide coverage for health related social needs.

SB 336: Property tax revenue shared with charter schools.

Removes and repeals provisions that require school corporations located in certain counties to share operations fund property tax levy, operating referendum tax levy, and school safety referendum tax levy funds with charter schools. Makes conforming changes.

SB 320: Choice scholarships.

Specifies certain conditions applying to the state board of accounts audit of a choice scholarship school. Requires a school that enrolls choice scholarship students to hold at least one public meeting each semester concerning the receipt and expenditure of choice scholarship funds. Provides that public comment must be allowed at the meeting. Specifies annual reporting requirements for schools that enroll choice scholarship students.

HB 1030: Repeal of the death penalty.

Repeals the law concerning the imposition and execution of death sentences and makes conforming amendments. Specifies that if a person was sentenced to death and is awaiting execution of the death sentence, the person's death sentence is commuted to a sentence of life imprisonment without parole. Provides that when a defendant is charged with a murder for which the state seeks a sentence of life imprisonment without parole, the defendant may file a petition alleging that the defendant is an individual with an intellectual disability. Provides that if a defendant who is determined to be an individual with an intellectual disability is convicted of murder, the court may sentence the defendant only to a fixed term of imprisonment.

SB 386: Community corrections programs.

Establishes a community corrections commissary fund (fund). Provides that the director of the community corrections program, or the director's designee, shall deposit all money from a commissary that sells merchandise to participants in the particular community corrections program into the fund. Provides that a community corrections officer may sell merchandise from a commissary to a participant of the community corrections program. Provides that the director of a residential community corrections program, or the director's designee, may receive confidential information from the Indiana scheduled prescription electronic collection and tracking (INSPECT) program.

SB 413: Settlements under the tort claims act.

Requires a court to specify how much of a settlement must be allocated against the tort claim act liability cap when: (1) the cap applies to two or more defendants; (2) one, but not all, of the defendants settle the case; and (3) the defendants have not agreed on the allocation of the claim.

SB 395: Child and dependent care tax credit.

Provides a refundable child and dependent care tax credit to taxpayers whose adjusted gross income for the taxable year is not more than 250% of the federal poverty level. Provides that the credit is equal to the lesser of: (1) an amount ranging from $200 to $1,000, depending on the extent to which the taxpayer's adjusted gross income exceeds the federal poverty level; or (2) 20% of the taxpayer's employment related expenses.

SB 449: Health care service provider employees.

Requires a home health agency or personal services agency to run a criminal background check on certain employees on an annual basis. Increases the judgment against a home health agency or personal services agency when an employee who has been convicted of a crime prohibiting the individual's employment by the home health agency or personal services agency provides care that results in the death of a patient or client.

HB 1406: Contracts with CSA and student training providers.

Provides that individuals and entities that participate in designated and approved course sequences, career courses, apprenticeships, and programs of study leading to industry recognized credentials or work based learning courses (participating entities) may be awarded a contract for a public works project at any contractor tier. Prohibits a public agency from imposing certain contract conditions on participating entities.
