SB 506: Pharmacy employment regulations.

Provides that a pharmacy shall not require a pharmacist to work longer than 13 hours per work day, and requires a pharmacy to allow at least eight hours between consecutive shifts. Requires a pharmacy to provide certain pharmacists with a break with certain conditions. Allows a Category I pharmacy to allow certain individuals to pick up prescription refills while a pharmacist is unavailable under certain circumstances. Provides that if a pharmacist is on break or unavailable when a person requests to speak to the pharmacist, the person must be informed of the reason for the pharmacist being unavailable and given certain options.

SB 171: Abortion matters.

Prohibits a person from knowingly or intentionally: (1) prescribing or possessing an abortion inducing drug; or (2) sending an abortion inducing drug to a person located in Indiana, if the person located in Indiana possesses the abortion inducing drug. Provides that each offense is a Class A misdemeanor with a Level 6 felony for subsequent offenses. Establishes a defense to possessing an abortion inducing drug. Provides for the discipline of a practitioner for a violation. Prohibits a nonprofit organization in Indiana from providing or offering to provide financial assistance to pay for, offset the cost of, or reimburse the cost of an abortion inducing drug. Gives the attorney general concurrent jurisdiction of actions concerning abortion inducing drugs. Requires a woman who is pregnant as a result of rape or incest to provide to her physician an affidavit attesting to the rape or incest before the physician performs the abortion. Prohibits state employee health plans, the state Medicaid program, policies of accident and sickness insurance, and health maintenance contracts from providing coverage for an abortion inducing drug. Makes conforming amendments.

SB 114: Test strips.

Removes provisions related to testing the strength, effectiveness, or purity of a controlled substance in the criminal laws concerning possession of controlled substance paraphernalia.

SJR 22: Suspension of prosecuting attorney.

Authorizes the governor to suspend a prosecuting attorney from office for malfeasance, misfeasance, neglect of duty, incompetence, permanent inability to perform official duties, or commission of a felony, and allows the governor to fill the office by appointment for the period of suspension. This proposed amendment has not been previously agreed to by a general assembly.

SB 122: Nonprofit loan center loans for state employees.

Provides that not later than: (1) September 1, 2025, in the case of a state agency other than a state educational institution or a school corporation; (2) September 1, 2026, in the case of a state agency that is a state educational institution; or (3) September 1, 2027, in the case of a state agency that is a school corporation; a state agency shall partner with each nonprofit loan center (NLC) operating in Indiana to become a participating employer in the NLC's nonprofit loan center program (NLC program) by offering voluntary payroll deductions for eligible full-time employees to make payments toward the balance of a nonprofit loan center loan (NLC loan) made by a nonprofit loan center lender (NLC lender). Provides that after becoming a participating employer in an NLC program, a state agency shall allow an eligible employee to: (1) voluntarily request and establish payroll deductions for an NLC loan at any time; and (2) revoke the employee's authorization for payroll deductions for an NLC loan at any time; including any time that falls outside a designated open enrollment period for benefits. Defines an "NLC loan" as a loan that meets certain requirements with respect to the principal amount, loan term, finance charge, authorized fees, method of repayment, and other loan terms. Authorizes the state comptroller to authorize the electronic transfer of funds from the state treasury to a designated NLC lender in payment of an NLC loan on behalf of an eligible employee who has voluntarily given the state comptroller written authorization to make the transfer. Specifies that: (1) a loan made under the bill's provisions; or (2) a person that makes a loan under the bill's provisions; is subject to the requirements of the Uniform Consumer Credit Code chapter governing consumer loans. Provides that a depository institution may make a loan under the same terms and conditions that apply with respect to a nonprofit loan center loan to an employee of: (1) a state agency; or (2) any other employer; as long as the loan is made in compliance with any applicable law. Allows a wage assignment to be made for the purpose of making payment to a depository institution in repayment of a loan that is made to the employee by the depository institution under the same terms and conditions that apply with respect to an NLC loan. Authorizes the electronic transfer of funds from the state treasury on behalf of an employee of a state agency in payment of a loan made by a depository institution to the employee under the same terms and conditions that apply to an NLC loan.

SB 226: Utility customer assistance programs.

Amends the statute that authorizes a water or wastewater utility, in the context of a general rate case, to establish a customer assistance program for qualified residential customers, to provide the same authority to energy utilities.

SB 233: Statute of limitations.

Allows for the prosecution of: (1) child molesting to be commenced before the date the alleged victim reaches 51 years of age; and (2) rape to be commenced within 15 years after the commission of the offense.

SB 191: Confidentiality of termination of pregnancy reports.

States that a health care provider's report concerning the performance of an abortion that is submitted to the Indiana department of health is a medical record, confidential, and not subject to disclosure as a public record.

SB 521: Pregnancy and childbirth matters.

Sets forth requirements for screening for preeclampsia using biomarker testing. Requires coverage for biomarker testing for preeclampsia under a state employee health plan, the Medicaid program, a policy of accident and sickness insurance, and a health maintenance organization contract. Establishes the trauma informed care commission (commission). Requires the division of mental health and addiction to develop and implement a program for pregnant women and children with a substance use disorder. Prohibits an employer from discriminating against an employee who has a condition related to pregnancy or childbirth. Requires an employer to provide reasonable employment accommodations for an employee who has a condition related to pregnancy or childbirth. Requires the civil rights commission to investigate and attempt to resolve complaints relating to pregnancy and childbirth discrimination. Repeals a chapter regarding pregnancy and childbirth accommodation. Requires an insurer that issues a policy of accident and sickness insurance or a health maintenance organization to make available coverage for contraception without out-of-pocket costs to women otherwise covered by health plans sponsored by employers or institutions of higher education that are objecting organizations and do not invoke an optional accommodation under federal law.

SB 540: Local fiscal matters.

Raises the acquisition cost threshold for purposes of the personal property tax exemption from $80,000 to $250,000. Limits the ability to seek an excess levy appeal to those units that have experienced a year over year population increase of 5% or more. Caps the allowable increase in the amount of property taxes first due and payable on a homestead in 2026, 2027, and 2028. Provides, beginning in 2027, that the office of the county assessor is an appointive office rather than an elective office. Specifies that the county executive shall appoint an individual to the office of the county assessor. Includes provisions to manage the conversion of the office of the county assessor to an appointive office upon the abolition of the office as an elective office.

SB 535: Local road funding distributions.

Provides that the amounts currently distributed from the motor vehicle highway account and the local road and street account to counties, cities, and towns based upon the proportionate share of road and street mileage shall instead be distributed based on the proportionate share of road and street vehicle miles traveled. Provides that the Indiana department of transportation shall establish guidelines outlining the procedures required to determine vehicle miles traveled.
