Requires a policy of accident and sickness insurance and a health maintenance organization to provide coverage for medically necessary acquired brain injury treatment provided to certain individuals.
Reduces the period to redeem tax sale property as follows: (1) For real property sold to a land bank, the redemption period is six months (rather than one year). (2) For real property on which the county executive acquires a lien (including an assignment of the lien to a political subdivision or to a land bank) and the certificate of sale is not sold, the redemption period is 90 days (rather than 120 days). (3) For real property on which the county executive acquires a lien and the certificate of sale is sold or assigned to a land bank, the redemption period is 90 days (rather than 120 days). (4) For real property that a court determines is not suitable for tax sale, the redemption period is 90 days (rather than 120 days). Modifies the length of time in which notice must be provided to: (1) the owner of record; and (2) any person with a substantial interest of public record in the real property; for purposes of seeking a tax deed to account for the reductions to the redemption periods. For property that a court determines is not suitable for tax sale, provides that if the property is disposed within one year (rather than three years) after the conclusion of the tax sale at which the property would have been offered for sale, any amount received in excess of the amount of the minimum bid will be disbursed in the same manner as if the property had been sold in the tax sale. Makes a related change to the period to make a claim for any surplus in the tax sale surplus fund for properties certified as not suitable for sale. Specifies that a county auditor shall not issue or record a tax deed unless certain requirements are met not later than 90 days (rather than 150 days) after the date of the hearing at which a court grants the tax sale buyer's petition for the tax deed.
Provides that the chapter regarding the limitation on the issuance of injunctions for labor disputes does not apply to a case to obtain a workplace violence restraining order to protect an employee from unlawful violence or a credible threat of violence solely related to a dispute arising between two employees over their own personal controversy if the dispute does not involve claims governed by a collective bargaining agreement.
Requires the Indiana department of health to prepare an annual report with specified statistics that compare data from 2021 before abortion restrictions were enacted with data from each subsequent calendar year.
Provides that, on or before July 1, 2027, the law enforcement training board shall establish a program to allow a law enforcement officer who has successfully completed the Tier II basic training requirement to subsequently complete the additional Tier I basic training requirements.
Provides that unless expressly authorized by another statute, a municipality or county may not adopt, enforce, or maintain an ordinance, order, or rule regulating conduct in a field of regulation that is occupied by a provision in specified titles of the Indiana Code. Establishes a cause of action for a person who has sustained an injury in fact, actual or threatened, from a municipal or county ordinance, order, or rule adopted or enforced by a municipality or county.
Amends the definition of "wireless communication device." Requires each school corporation and charter school to adopt and implement a wireless communication device policy that: (1) prohibits a student from using or possessing a wireless communication device during the school day; (2) requires teacher directed use of a wireless communication device for educational purposes during the school day to occur only on school supplied wireless communication devices; and (3) mandates the use of a no device policy or a secure storage policy. Creates certain exceptions to a wireless communication device policy. Requires the department of education to publish model policy language and implementation guidance.
Defines "data center". Prohibits a person from operating a data center in Indiana without obtaining a consumption permit from the department of natural resources (department). Sets forth information that must be included in a consumption permit application. Establishes procedures for the department to approve or deny a consumption permit application. Provides that a consumption permit may be transferred under certain circumstances. Provides that a person may consult with the department to assess the viability of a proposed data center with respect to water consumption. Allows the natural resources commission to adopt rules to implement this bill.
Provides that an applicant for an electrologist license does not need to hold a cosmetologist license or esthetician license before applying for an electrologist license. Requires an applicant to complete a combined total of 600 hours of education and experience required under the rules adopted by the state board of cosmetology and barber examiners (board) beginning July 1, 2027. Requires the board to amend the rules for electrology training in a beauty culture school not later than June 30, 2027.
Requires a payroll service provider to provide the option to a business client that would allow the business client to hold the business client's funds in a bank account that is: (1) owned by the business client (as opposed to the payroll service provider's bank account); and (2) insured by the Federal Deposit Insurance Corporation or the National Credit Union Share Insurance Fund. Requires a payroll service provider to obtain a performance bond equal to the amount of the business client's total annual estimated payroll taxes.
Prohibits a landlord from doing the following in connection with an applicant's application for the rental of a rental unit: (1) Making a hard inquiry to a consumer reporting agency or to a specialty consumer reporting agency for an applicant's consumer report or for information in an applicant's consumer report. (2) Obtaining or using a tenant screening report that includes information that is obtained through a hard inquiry to a consumer reporting agency or to a specialty consumer reporting agency for an applicant's consumer report or for information in an applicant's consumer report. Defines "hard inquiry" for purposes of these provisions as an inquiry that: (1) is noted on the consumer report of the applicant for a period of time following the inquiry; and (2) negatively impacts the applicant's credit score. Provides that a landlord that violates the bill's provisions commits a deceptive act that is actionable by an applicant and the attorney general under the Indiana statute concerning deceptive consumer sales.
Requires each postsecondary educational institution in Indiana and state educational institution to: (1) establish and implement a procedure whereby a student may designate a medical emergency contact for medical emergencies that occur on campus; and (2) if the institution has knowledge of the medical emergency, notify the student's medical emergency contact after the student experiences a medical emergency on campus.
