Requires the bureau of motor vehicles to apply a unique background color to a driver's license, a learner's permit, or an identification card issued after December 31, 2026, to an individual who: (1) is an alien with lawful status; or (2) is not registered to vote at the time of issuance.
Provides a child and dependent care refundable tax credit against an individual's Indiana adjusted gross income tax for employment related child and dependent care expenses based on the percentage of the federal child and dependent care tax credit the taxpayer claimed for the taxable year for federal income tax purposes. Provides a child tax credit against an individual's Indiana adjusted gross income tax. Provides that costs incurred: (1) for the operating costs of a child care facility operated for a taxpayer's employees; or (2) under a contract with a child care facility to provide child care services to employees of the taxpayer, or under a contract with an intermediate entity that contracts with one or more child care facilities for child care services; are qualified expenditures for purposes of the employer child care expenditure income tax credit.
Expires various property tax exemptions allowed in current law. Provides that certain property tax abatements may not be granted after December 31, 2030. Authorizes a county fiscal body to adopt an ordinance that exempts certain homesteads owned by an individual who is at least 65 years of age from property taxation. Makes corresponding changes.
Requires each public school, state educational institution, correctional facility, juvenile detention facility, and certain governmental entities to designate a multiple occupancy restroom or changing area as follows: (1) For the exclusive use of the male sex. (2) For the exclusive use of the female sex. Provides, with exceptions, that an individual may only use a multiple occupancy restroom or changing area that is designated for the sex that is the individual's sex, as determined at birth in accordance with the individual's genetics and reproductive biology. Establishes a civil action for a violation of these provisions. Prohibits each public school, correctional facility, state educational institution, juvenile detention facility, and certain governmental entities from requiring certain individuals to share sleeping quarters with a member of the opposite sex, as determined at birth in accordance with the individual's genetics and reproductive biology, unless the individual who is a member of the opposite sex is a family member. Establishes a civil action for a violation of these provisions.
Allows an individual's spouse, legal guardian, friend, relative, or medical service provider to petition a court for involuntary substance use disorder treatment. Requires a petition to include certain information and allows a court to dismiss a petition, without prejudice, if it does not contain the required information. Requires the court to appoint a public defender if the individual subject to a petition seeking involuntary substance use disorder treatment is not represented by an attorney. Requires a court to order the individual to be evaluated by a medical provider if the court finds that: (1) the individual has a substance use disorder; (2) because of the individual's substance use disorder, the individual is experiencing impaired judgment and is unable to independently maintain the individual's activities of daily living or is a danger to self or others; and (3) the individual refuses to voluntarily participate in substance use disorder treatment. Allows a court to order a local law enforcement agency to consider whether an individual meets the criteria for emergency detention under certain circumstances. Requires a medical provider who completes an evaluation concerning an individual's need for substance use disorder treatment to submit the evaluation to the court. Specifies that after receiving an evaluation from a medical provider, the court may dismiss the petition or set a hearing for further evidence to be presented about the individual's need for substance use disorder treatment. Requires a court to order involuntary outpatient substance use disorder treatment for a period, not to exceed 90 days, if medical evidence supports that the individual requires immediate treatment for a substance use disorder and the individual has refused treatment.
Makes it a Class A misdemeanor if a person operates a massage establishment and knowingly or intentionally employs an individual who: (1) is providing massages; and (2) does not have certain professional liability insurance.

Provides that an institution may develop academic career pathways and integrated academic bridge programs (program) for military health care personnel that are designed to enable current and former military health care personnel to achieve credentialing outcomes in reduced time. Creates program parameters and requirements. Requires a participating institution to submit certain program information to the legislative council. Requires an institution that participates in a program to coordinate with the United States Department of Labor and the Indiana department of veterans' affairs. Provides that the Indiana professional licensing agency shall collaborate with participating institutions to integrate academic career pathways and academic bridge programs for military health care personnel into the agency's licensure requirements.
Requires each county, excluding a county containing a consolidated city or a county that is entirely within a fire protection district, to establish a county fire and emergency service board (board). Requires the board to develop a county fire and emergency service plan (county plan). Requires the board, on January 1, 2028, to establish a county fire and emergency service district (district) to provide fire protection to: (1) the unincorporated territory of each township located in the county in which the township provides fire protection; and (2) any other territory within the county that is transferred to the district in accordance with the county plan. Provides that a township, excluding a township in a county containing a consolidated city, may not impose a property tax levy for fire services for property taxes first due and payable after December 31, 2027. Provides that a fire protection district that includes all of the unincorporated area of the county may establish a nine member governing board.
Allows a group or association of child care facilities to establish a multiple employer welfare arrangement (MEWA). Requires the department of insurance to: (1) create a survey requesting certain information from child care facilities; (2) facilitate communication between child care facilities that express an interest in establishing a MEWA; and (3) advise the child care facilities on best practices for lowering insurance costs. Requires the office of the secretary of family and social services to send a direct link to the survey by electronic mail to each child care facility.
Prohibits a health care provider from refusing to provide necessary care solely on the basis of health care debt owed or alleged to be owed by the consumer to the health care provider for health care services, products, or devices provided by the health care provider to the consumer or to a minor or an incapacitated individual who is under the responsibility of the consumer. Provides that a person that violates this prohibition commits a deceptive act that is actionable under the Indiana statute concerning deceptive consumer sales by the attorney general only.
Specifies additional conditions pertaining to the use of secret ballot elections in unionization efforts and employee personal contact information that an employer must comply with to be eligible to receive a tax credit, tax deduction, grant, loan, or loan guarantee (job creation incentive) from the Indiana economic development corporation (IEDC). Requires the IEDC to enter into a separate agreement with a recipient of a job creation incentive to recover the value of the job creation incentive if the recipient does not comply with the conditions added by the bill. Specifies the term of the separate agreement in relation to the value of the job creation incentive. Requires the IEDC to investigate reports of noncompliance with the conditions added by the bill during the period when the separate agreement is in effect and to provide those findings to the office of the attorney general for the initiation of proceedings for recovery of job creation incentives.
