SB 307: Environmental waste inventory and grant program.

Allows the Indiana brownfields fund to be used to pay for: (1) studies conducted under the Indiana brownfields program; and (2) the creation of an inventory of brownfields in Indiana (inventory). Authorizes the Indiana finance authority (authority) to create and maintain the inventory. Authorizes the authority to: (1) contract with one or more state supported colleges or universities for assistance in creating and maintaining the inventory; and (2) pay costs arising from the creation and maintenance of the inventory with funds appropriated to the Indiana brownfields fund. Provides that, if the inventory is created, the authority shall report the contents of the inventory to the interim study committee on environmental affairs in 2026 and in each even-numbered calendar year thereafter. Provides for confidentiality regarding documents and information submitted to the authority.

SB 419: Crimes against health care providers.

Defines "health care provider". Provides that the offense of battery is a Level 6 felony if it is committed against a health care provider, and a Level 5 felony if it is committed against a health care provider by placing bodily fluids or waste on the health care provider.

SB 13: Public safety.

Provides that a person who knowingly or intentionally operates a vehicle in: (1) a repeated or continuous manner with the intent of causing a rotational skid; and (2) a manner that endangers a person; commits dangerous spinning, a Class A misdemeanor. Provides that a person who, with the intent to obstruct traffic, operates a vehicle in (1) a repeated or continuous manner with the intent of causing a rotational skid; and (2) a manner that endangers a person; commits a Level 6 felony. Establishes a defense in certain circumstances. Specifies that a person may request specialized driving privileges at any time before the disposition of the case. Provides that a vehicle used by its owner to commit dangerous spinning or obstruction of traffic involving a rotational skid is subject to seizure for purposes of civil forfeiture. Makes conforming amendments.

SB 33: Consumer genetic testing providers.

Provides that a person may not discriminate against an individual on the basis of the individual's solicitation and use of consumer genetic testing services or on the basis of the results of genetic testing performed by a provider of consumer genetic testing services (provider). Requires a provider to disclose specified information to an individual who submits biological material to the provider for genetic testing. Prohibits a provider that performs, or causes to be performed, genetic testing on an individual's biological material from: (1) taking specified actions with regard to: (A) the biological material; or (B) data resulting from genetic testing performed on the biological material; unless the provider has solicited and received the individual's consent to the action; or (2) providing data, other than deidentified data, resulting from genetic testing performed on the individual's biological material to: (A) an insurer; (B) a business that provides information or data to insurers for the purposes of underwriting or rating of risks; or (C) the individual's employer. Imposes requirements on a provider with respect to: (1) controlling access to an individual's biological material and data; (2) complying with the individual's revocation of consent with regard to the individual's biological material and data; and (3) marketing or advertising sent to the individual as a result of the individual's solicitation and use of the provider's genetic testing services or use of a website or other remote or virtual service associated with the provider's genetic testing services. Provides that a provider may not charge a fee for the provision of biological material or data resulting from genetic testing performed on biological material: (1) to a law enforcement agency on the basis of a search warrant; or (2) as required by a court order; that is more than the provider's actual cost of providing the material or data. Provides for enforcement of the bill's provisions by the attorney general.

SB 292: Short line railroad tax credit.

Allows a taxpayer to claim a credit against state income tax liability for certain qualified railroad expenditures and qualified new rail infrastructure expenditures. Specifies the amount of the credit. Limits the total amount of credits that may be allowed in a state fiscal year to: (1) $10,000 for qualified railroad expenditures; and (2) $10,000 for qualified new rail infrastructure expenditures.

SB 346: Rural business growth.

Establishes a state tax credit (credit) for certain capital investments made in rural funds. Establishes procedures for a rural fund to apply to the Indiana economic development corporation (IEDC) for certification of a capital investment as eligible for a credit provided by the bill. Requires a rural fund to pay a nonrefundable application fee of $5,000 to the IEDC. Provides that the credit is an amount equal to: (1) the applicable percentage for the credit allowance date; multiplied by (2) the purchase price paid to the rural fund for the capital investment. Sets forth the maximum annual amount of credits that may be certified. Provides that the credit is subject to recapture. Requires a rural fund that has received a credit to submit reports on an annual basis to the IEDC over the credit allowance period.

HB 1507: Low water crossings.

Authorizes a local county road and bridge board to undertake low water crossing projects. Requires the commissioner of the department of transportation (department) to ensure that the department makes information available to county boards of commissioners and county highway departments about funding from federal and private sources that might be available to the counties for low water crossing projects. Amends the law on the local road and bridge matching grant fund: (1) to allow grants to local units to be used for low water crossing projects; and (2) to provide that funds allocated for grants to local units having a population of less than 50,000 can be used to make grants to counties below the population limit as well as to municipalities located in counties that are below the population limit.
