Requires a circuit court clerk to send a copy of a declaration of candidacy filed with the clerk to the chairman of the caucus on the same day the declaration of candidacy is received. Allows a notice of a caucus meeting to be rescinded if only one candidate seeks to fill a vacancy in a local office or a school board office held by a major party.

Requires each insurer to certify to the insurance commissioner, before December 31 of each year, that the insurer has fully and completely complied with the requirements during the previous calendar year.

Requires a state entity to dispose of vehicles that are not base model vehicles at a time and in a prudent manner as determined by the commissioner of the department of administration. Provides that a state entity or political subdivision is not prohibited from purchasing, installing, modifying, or affixing equipment and accessories necessary for the state entity's or political subdivision's operational, public safety, maintenance, or emergency response functions, regardless of whether the equipment and accessories are installed at the time of purchase or after.
Allows the Delaware County executive to adopt an ordinance to consolidate the functions of a board, bureau, commission, authority, or any other similar entity (former entity) authorized to administer funds received from the Delaware County: (1) innkeeper's tax; or (2) food and beverage tax; into a single, consolidated entity as designated in the consolidating ordinance. Specifies that if a consolidating ordinance is adopted, each former entity is abolished on the date the ordinance is adopted, the term of a member serving on each former entity ends on the date the ordinance is adopted, and a subsequent ordinance may not be adopted to restore a former entity and transfer the powers, duties, and responsibilities of innkeeper's tax and food and beverage tax administration back to the former entity. Sets forth transitional provisions that must be included in the ordinance.
Authorizes the death penalty to be carried out by firing squad. Removes the requirement that an execution be carried out: (1) at the Indiana state prison; and (2) before sunrise. Adds a pooled media witness to the list of persons authorized to witness an execution. Exempts certain persons from being required to participate in an execution, and requires the department of correction to contract with a psychologist or psychiatrist to make available treatment services to a member of an execution team. Makes conforming amendments and technical corrections.
Creates the pork market development program (pork program) and the soybean market development program (soybean program). Specifies that the pork program and soybean program apply only if assessments are not levied and collected under federal law. Requires the Indiana Pork Producers Association, Inc., to administer the pork program and the Indiana Soybean Alliance to administer the soybean program. Establishes various procedures and requirements for operating the pork program and the soybean program. Makes technical corrections.
