HB 1377: Autonomous vehicles.

Provides that an automated tractor-trailer may not be operated on a highway to transport passengers or goods unless a human operator who meets all state and federal qualifications to operate a tractor-trailer is physically present in the automated tractor-trailer to monitor the performance of the automated tractor-trailer and to take control of all or part of the automated tractor-trailer's operation if necessary. Provides that an automated tractor-trailer operated in Indiana must meet federal motor vehicle standards and regulations.

HB 1274: Health finance matters.

Adds capital projects, technology upgrades, and operational expenses for certain county hospitals to the definition of "public safety" for purposes of local income tax revenue use. Increases the maximum local income tax that may be imposed in certain counties if a tax rate is adopted for purposes related to certain hospitals located in the county. Establishes the rural hospital clinically integrated network grant program to provide grants to rural hospital clinically integrated networks. Establishes the Indiana rural hospital and critical health care services fund (rural health care services fund) for the purpose of awarding grants to certain rural hospitals. Provides that the Indiana department of health (state department) administers the rural health care services fund. Establishes the following: (1) The health workforce student loan repayment program (program). (2) The health workforce advisory board (advisory board). (3) The health workforce student loan repayment program fund (repayment program fund) for the purpose of providing funds to repay outstanding student loans of certain health providers who meet the program requirements. Provides that the state department shall administer the program and repayment program fund. Establishes: (1) the imposition of fees at the time a license is issued or renewed for certain health profession licenses; and (2) qualifications to receive a student loan repayment award under the program. Provides that, beginning July 1, 2025, the state department and each board included in the program may award a student loan repayment to an eligible applicant who is a provider licensed by the board. Provides that money in the repayment program fund is continuously appropriated. Repeals provisions concerning the following: (1) The primary care physician loan forgiveness program. (2) The mental health services development programs. (3) The dental underserved area and minority recruitment program. Urges the legislative council to assign to an appropriate interim study committee the task of studying topics related to the rural health care services fund. Urges the legislative council to assign to an appropriate study committee the task of studying certain topics related to health care services.

HB 1387: Uniform recognition of Canadian protection orders.

Codifies the Uniform Recognition and Enforcement of Canadian Domestic Violence Protection Orders Act. Provides procedures for enforcement of a Canadian domestic violence protection order (protection order) by a law enforcement officer and the court. Provides that a protection order may be registered in Indiana.

HB 1383: Indiana civilian cyber corps.

Establishes the Indiana civilian cyber corps program (program). Provides that the adjutant general of the military department shall administer the program. Provides that the program includes civilian volunteers who have expertise in addressing cybersecurity incidents and who volunteer at the invitation of the adjutant general to provide rapid response assistance to a cybersecurity client in need of expert assistance after recognition of a cybersecurity incident or potential cybersecurity incident. Provides that the work product of a civilian cyber corps volunteer or advisor, including any information voluntarily submitted to the volunteer or advisor, is exempt from disclosure. Provides that a civilian cyber corps volunteer or advisor is immune from tort liability for an injury to a person or damage to property that occurs while the volunteer or advisor is deployed and acting on behalf of the adjutant general if certain conditions are met. Repeals the Indiana cyber civilian corps program advisory board. Makes an appropriation.

HB 1310: Statewide stroke plan.

Requires the Indiana department of health (state department) to include Indiana hospitals certified as a thrombectomy-capable stroke center in certain lists maintained by the state department concerning certified stroke centers. Amends the list of entities that certify stroke centers. Requires a hospital certified as a thrombectomy-capable stroke center to provide certain information to the state department. Prohibits a health care facility from advertising that the facility is a thrombectomy-capable stroke center unless the facility is certified by a specified entity. Requires the state department to establish and implement a statewide stroke plan. Sets forth requirements of the plan and requirements for certain health care providers to report stroke data. Requires the state department to establish a data base for the reported data and sets forth additional requirements. Requires the state department to annually report certain stroke data to the governor and the executive director of the legislative services agency.

HB 1328: Landlord-tenant matters.

For purposes of a residential rental unit, defines: (1) "essential services" as certain utility services needed for the safe and habitable occupation by a tenant of the tenant's rental unit; and (2) "essential systems" as certain systems used to deliver essential services to a rental unit. Requires a landlord to repair or replace an essential system not later than 48 hours after being notified by a tenant that the tenant's rental unit is without essential services as a result of: (1) a malfunction in the essential system; or (2) the landlord's failure to maintain the system in good and safe working condition. Requires a landlord to pay all penalties or fines imposed by a political subdivision for violation of the landlord's obligations with regard to a rental premises. Requires a landlord to pay all penalties or fines and make all repairs required by a political subdivision before the landlord may deliver the rental premises to a tenant. Provides that a tenant may enforce a statutory obligation of a landlord by: (1) providing 30 days notice to the landlord of the landlord's noncompliance with the obligation; and (2) if the landlord fails to make the repairs necessary to remedy the noncompliance, withholding from the next regular rental payment the estimated cost of the repairs and using the amount withheld to make the repairs. Provides that, during the pendency of a court action brought by a tenant to enforce a statutory obligation of a landlord, the court may order the tenant to make the regular rental payments otherwise due to the landlord under the rental agreement to: (1) the clerk of the court; or (2) an attorney trust account; to be held in trust for disbursal to the prevailing party, as ordered by the court.

HB 1314: Deferred retirement option plan.

Allows a member of the 1925 police pension fund, 1937 firefighters' pension fund, 1953 police pension fund (Indianapolis), or 1977 police officers' and firefighters' pension and disability fund to withdraw from the deferred retirement option plan (DROP) and make an election to enter the DROP for a second time not earlier than three years after the date the member withdraws from the DROP. Provides that a member may make an election to enter the DROP only twice in the member's lifetime.

HB 1317: Surrender of firearms for domestic violence crimes.

Provides that a person who: (1) has been convicted of a crime of domestic violence; and (2) knowingly or intentionally possesses a firearm; commits a Class A misdemeanor. Specifies certain defenses. Requires a court to issue an order, upon entry of a judgment of conviction for domestic battery or a crime of domestic violence, that: (1) prohibits ownership or possession of a firearm; (2) requires the defendant to surrender: (A) any firearm owned or possessed by the defendant; and (B) any license or permit to carry a handgun (license) owned or possessed by the defendant; and (3) requires confiscation, within 72 hours, of any firearm or license owned or possessed by the defendant. Provides that a domestic batterer who knowingly or intentionally fails to surrender a certain firearm or license commits a Class A misdemeanor, enhanced to a Level 6 felony in specific instances. Provides certain defenses. Specifies how a confiscated firearm or license shall be returned or disposed of if a person's right to possess a firearm is restored. Defines certain terms. Makes conforming amendments.
