This resolution condemns the banning and censorship of former President Donald Trump by specified social media platforms and technology companies, denounces censorship of conservative media accounts, and demands that these platforms and companies end their discriminatory practices and protect the principles of free speech.
Living Donor Protection Act of 2021 This bill prohibits certain insurance carriers from discriminating against, and provides other protections for, living organ donors. Specifically, carriers may not deny, cancel, or otherwise impose conditions on policies for life insurance, disability insurance, or long-term care insurance based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on live organ donation to include information about the benefits of live organ donation and about access to insurance for living organ donors.
Apprenticeship Hubs Across America Act of 2021 This bill requires the Department of Labor to implement a program to award grants to workforce intermediaries (certain national, regional, state, or local entities that facilitate the establishment of registered apprenticeship programs) to enable them to engage a variety of stakeholders to support, develop, and implement registered apprenticeship programs.
21st Century Space Grant Modernization Act of 2021 This bill revises provisions relating to the National Space Grant College and Fellowship Program. The National Aeronautics and Space Administration (NASA) shall carry out the program with the objective of providing hands-on research, training, and education programs with measurable outcomes in each state. NASA shall carry out the program through a space grant consortium in each state. The bill revises the purposes of the program to support space research programs that promote equally the state and regional STEM (science, technology, engineering, and mathematics) interests of each space grant consortium. NASA shall award grants to the lead institution of each state's space grant consortium to carry out at least three of six specified research, training, and education programs. The bill repeals certain provisions relating to the program, including provisions establishing the space grant review panel.
Make It in America Act This bill addresses domestic content requirements and narrows instances in which waivers may be granted. Specifically, the bill directs the Office of Management and Budget (OMB), acting through the Office for Federal Procurement Policy, to promulgate regulations to standardize and simplify how federal agencies comply with, report on, and enforce the Buy American Act, including guidelines to ensure that a project is not disaggregated for purposes of avoiding the applicability of such requirements. The bill increases American-made content requirements from 50% to 75%. Before granting a waiver in the public interest with respect to a product sourced from a foreign country, a federal agency shall assess whether a significant portion of the cost advantage of the product is the result of the use of dumped steel, iron, or manufactured goods or the use of injuriously subsidized steel, iron, or manufactured goods. The OMB shall establish within it a Made in America Office to maximize and enforce compliance with domestic preference statutes, develop and implement procedures to review waiver requests, ensure that contracting personnel at each federal agency annually complete training on obligations under such statutes, and ensure the development of a domestic supply base to meet federal procurement requirements. The bill directs the Department of Transportation to enter into a technical assistance partnership with the Department of Commerce to ensure the development of a domestic supply base to support intermodal transportation in the United States and to ensure compliance with domestic preference statutes.
Telehealth Modernization Act This bill modifies requirements relating to coverage of telehealth services under Medicare. Specifically, the bill extends certain flexibilities that were initially authorized during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). Among other things, the bill allows (1) rural health clinics and federally qualified health centers to serve as the distant site (i.e., the location of the health care practitioner); (2) the home of a beneficiary to serve as the originating site (i.e., the location of the beneficiary) for all services (rather than for only certain services); and (3) all types of practitioners to furnish telehealth services, as determined by the Centers for Medicare & Medicaid Services.
ABLE Age Adjustment Act This bill increases from 26 to 46 the age threshold for tax-favored ABLE (Achieving a Better Life Experience) accounts. (ABLE accounts are designed to enable individuals with disabilities to save for and pay for disability-related expenses. To establish an account, an individual must have a qualifying impairment that began before the individual attained the age threshold.)
End College Chinese Communist Partnerships Act or the End College CCP Act This bill generally prohibits an institution of higher education (IHE) from receiving federal funds if the IHE has a contractual partnership with the Chinese government or an entity that is organized under the laws of China. An IHE may regain eligibility for federal funds by disclosing and terminating those contractual partnerships.
Electric Credit Access Ready at Sale Act of 2021 or the Electric CARS Act of 2021 This bill modifies and extends tax credits for electric cars and alternative motor vehicles. The bill extends the tax credit for new qualified plug-in electric drive motor vehicles through 2031. In addition, the bill modifies the credit to remove the limitation on the number of vehicles per manufacturer that are eligible for the credit, allow a taxpayer to assign the credit to a financing entity, and allow an unused credit to be carried forward for five years. The bill also extends through 2031 the tax credits for (1) alternative fuel vehicle refueling property, and (2) alternative motor vehicles.
Eliminate Agency Excess Space Act This bill modifies requirements with respect to the disposal of surplus and excess property by federal agencies. Among other things, the bill repeals provisions that require federal agencies to report excess property to the General Services Administration (GSA). Additionally, the GSA must issue regulations that allow federal agencies to dispose of surplus and excess property without first making the property available to other agencies or state or local governments. The bill also requires the GSA to survey all unused or underutilized office spaces held by federal agencies, make recommendations to reduce agency real estate assets, and report on costs associated with property disposal.

Helping Gig Economy Workers Act of 2021 This bill temporarily permits digital marketplace companies (e.g., Lyft, DoorDash, Airbnb, etc.) to provide benefits to workers during the COVID-19 (i.e., coronavirus disease 2019) pandemic without such actions establishing those workers as employees or independent contractors or establishing the company as a joint employer under federal, state, or local laws. This bill applies to digital marketplace companies that provide, among other things, financial assistance, health benefits, training, health checks and personal protective equipment to individuals working through such marketplaces during the period beginning on March 15, 2020, and ending on the later of December 31, 2021, or the expiration of the COVID-19 public health emergency.
