Medicare Audiologist Access and Services Act of 2021 This bill provides for Medicare coverage of certain audiologist services. Specifically, the bill expands coverage to include diagnostic and treatment services that are furnished by audiologists and that would otherwise be covered if provided by a physician, including incidental services, regardless of whether such services are provided pursuant to a referral from, or under the supervision of, a physician or other health care practitioner.
Nutrition Counseling Aiding Recovery for Eating Disorders Act of 2021 or the Nutrition CARE Act of 2021 This bill provides for Medicare coverage of medical nutrition therapy services for individuals with eating disorders. Such services must be furnished by a registered dietitian or nutrition professional pursuant to a referral from a physician, psychologist, or other authorized mental health professional.
Great Lakes Winter Commerce Act of 202 1 This bill directs the U.S. Coast Guard to conduct icebreaking operations in the Great Lakes in accordance with specific performance standards. Specifically, the Coast Guard must keep channels and harbors in the Great Lakes open to navigation not less than 90% of the hours that commercial vessels and ferries attempt to transit ice-covered waterways; in a year in which the Great Lakes are not open to navigation because of ice of a thickness that occurs on average only once every 10 years, keep channels and harbors open to navigation at least 70% of the hours that commercial vessels and ferries attempt to transit ice-covered waterways; and coordinate Great Lakes icebreaking operations with operators of commercial vessels. The bill also directs the Coast Guard to acquire a Great Lakes icebreaker that is at least as capable as Coast Guard Cutter Mackinaw in an accelerated timeframe and award the contract on the basis of contractor qualification and price.
Hydropower Clean Energy Future Act This bill expands provisions related to renewable energy, including hydropower production, and revises the hydropower licensing process. The bill updates federal renewable purchase requirements. Specifically, the bill requires the federal government to purchase an increasing amount of renewable energy, including hydropower. By 2026, 25% of the total amount of electric energy the federal government consumes during any fiscal year must be renewable energy. In addition, the bill also provides an expedited licensing process for next-generation hydropower projects. The bill also revises requirements concerning the environmental review of certain hydroelectric power projects, including by designating the Federal Energy Regulatory Commission as the lead agency for the purposes of environmental reviews, allowing certain categories of projects to be exempted from such reviews, and establishing deadlines to complete such reviews. Finally, the bill establishes requirements about resolving (1) inconsistent or conflicting license terms, and (2) federal interagency disputes or disputes among federal and state agencies.
Treat and Reduce Obesity Act of 2021 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.
Qualified Immunity Act of 2021 This bill codifies the defense of qualified immunity for law enforcement officers in any case under provisions regarding civil actions for deprivation of rights under color of law. Specifically, a law enforcement officer subject to such an action in his or her individual capacity shall not be found liable if the officer establishes that the right, privilege, or immunity secured by the Constitution or federal law was not clearly established at the time of the deprivation, or that at this time, the state of the law was not sufficiently clear that every reasonable law enforcement officer would have understood that the conduct alleged constituted a violation of the Constitution or federal law; or a court of competent jurisdiction had issued a final decision on the merits holding, without reversal, vacatur, or preemption, that the specific conduct alleged to be unlawful was consistent with the Constitution and federal laws. A law enforcement agency or unit of local government that employed a law enforcement officer subject to such an action shall not be liable if the officer is found not liable and to have been acting within the scope of his or her employment.
Support Peaceful Protest Act This bill imposes additional penalties upon an individual who is convicted of a federal offense related to conduct during the course of a protest (e.g., rioting). First, in addition to the penalty for the conviction, the individual must pay restitution to cover the cost of federal policing during the protest. Second, the individual is ineligible for pandemic unemployment assistance.
This bill requires the Office of the Inspector General in the Department of Justice to report to Congress on the number of (1) firearm transfer denials issued by the National Instant Criminal Background Check System that are referred to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for investigation; (2) prosecutions resulting from such investigations; and (3) firearms recovered by the ATF in cases in which a denial was issued by the system after a firearm was transferred.
Preventing Future Pandemics Act of 2021 This bill establishes measures to address global public health risks posed by wildlife markets, which are commercial markets that sell or slaughter wildlife for human consumption as food or medicine in communities where alternative nutritional or protein sources are available. Specifically, the bill prohibits importing, exporting, purchasing, or selling live wild animals in the United States for human consumption as food or medicine. The Department of the Interior must hire, train, and deploy at least 50 new U.S. Fish and Wildlife Service law enforcement attachés around the world, and the U.S. Agency for International Development must increase specified activities to address the threats and causes of zoonotic (animal-to-human transmission) disease outbreaks. Additionally, the United States must work with other United Nations member states to urge a global ban on commercial wildlife markets and enforcement of laws to end wildlife trafficking. Further, the President may impose sanctions against a foreign country or foreign nationals that the Department of State has determined are taking certain actions that enable or facilitate commercial wildlife markets. Among other reports required by the bill, the National Academies of Sciences, Engineering, and Medicine must conduct a study and submit a report that includes an evaluation of (1) the impact that consumption of terrestrial wildlife as food or medicine has on the transmission of novel viral and other pathogens, (2) the role of consuming terrestrial wildlife as food or medicine in the transmission of microbes from animals to humans, and (3) the conditions at live wildlife markets that lead to this transmission.
This resolution requests that the President transmit to the Senate documents related to the amount of funding that was provided in specified laws regarding COVID-19 (i.e., coronavirus disease 2019) and is currently unspent. The specified laws include the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020; the Families First Coronavirus Response Act; the Coronavirus Aid, Relief, and Economic Security Act (CARES Act); the Paycheck Protection Program and Health Care Enhancement Act; and Division N of the Consolidated Appropriations Act, 2021.
This resolution supports the designation of February 2021 as Career and Technical Education Month to celebrate career and technical education across the United States.
This resolution designates March 5, 2021, as National Speech and Debate Education Day.
