Patient Advocate Tracker Act This bill requires the Office of Patient Advocacy within the Veterans Health Administration to establish an information technology system that allows veterans or their representatives to electronically file a complaint with a patient advocate and review the status of a filed complaint.
21st Century Dyslexia Act This bill addresses the education of children with disabilities, with a particular focus on children with dyslexia. Currently, dyslexia is listed as one of the disabilities under the definition of specific learning disability in the Individuals with Disabilities Education Act (IDEA). This bill instead removes dyslexia from the definition of specific learning disability and establishes a stand-alone definition for dyslexia within IDEA. Specifically, the bill defines dyslexia for purposes of IDEA as an unexpected difficulty in reading for an individual who has the intelligence to be a much better reader, most commonly caused by a difficulty in the phonological processing (the appreciation of the individual sounds of spoken language), which affects the ability of an individual to speak, read, and spell. Additionally, the bill requires a local educational agency or other agency, in determining eligibility for or providing an accommodation or service under IDEA, to provide equal access to (1) children from low-income families or from families with low socioeconomic status, and (2) other children.
Eliminating Global Market Distortions to Protect American Jobs Act of 2021 This bill addresses unfair trade practices by making various changes to U.S. antidumping and countervailing duty law. Antidumping provides relief to U.S industries and workers that are materially injured or threatened with injury due to imports of like products sold in the U.S. market at less than fair value, while countervailing duty provides such relief from imports of products subsidized by a foreign government or public entity. Specifically, the bill establishes a process for successive antidumping and countervailing duty investigations. Successive investigations may be concurrent (an ongoing investigation of the same product from different countries) or recently completed (not more than two years before the date of the initiation of the successive investigation). Further, the bill establishes a time line for the Department of Commerce to issue determinations in successive investigations. Among other provisions, the bill authorizes Commerce to apply countervailing duty law to subsidies provided by a foreign government or public entity to a company operating in a different country, use another method for calculating the cost of production in specific circumstances, and require importers to provide a certification that the imported merchandise is not subject to an antidumping or countervailing duty order. Additionally, the bill establishes procedures for Commerce to conduct circumvention inquiries, including by specifying the deadlines for preliminary and final determinations. The bill repeals the Softwood Lumber Act of 2008, which addresses the importation of softwood lumber and softwood lumber products.
Crucial Communism Teaching Act This bill directs the Victims of Communism Memorial Foundation to develop a civic education curriculum and oral history resources for high school students to promote understanding of certain political ideologies (e.g., communism and totalitarianism) that conflict with principles of U.S. democracy.
U.S. Trade Leadership in the Indo-Pacific and China Act This bill requires the U.S. Trade Representative to annually report on the economic and trade relationship between the United States and China, including a comprehensive review of the current tariffs in place against China.
Maternal Vaccination Act This bill includes a focus on pregnant and postpartum individuals in existing public health activities to increase vaccination rates. First, the Centers for Disease Control and Prevention must incorporate a focus on pregnant and postpartum individuals, including by disseminating information to obstetric health care providers, into its existing public awareness campaign about the importance of vaccinations. Second, the bill expressly allows certain project grants for preventive health services to be used for activities to increase vaccination rates of pregnant and postpartum individuals (and their children).
Immunization Infrastructure Modernization Act of 2021 This bill directs the Department of Health and Human Services (HHS) to take actions to improve data sharing and other aspects of immunization information systems. These are confidential, population-based databases that maintain a record of vaccine administrations. Specifically, HHS must develop a strategy and plan to improve these systems, including systems supported by the Centers for Disease Control and Prevention; designate data and technology standards for use in these systems; and award grants to health departments and other government agencies to improve their systems. As a condition of receiving the grants, recipients must use the designated standards. However, HHS may waive this condition in some circumstances. HHS must also report to Congress on these activities.
This resolution (SRES 463) expresses the U.S. Senate's support for Stomach Cancer Awareness Month in November 2021. It acknowledges stomach cancer's high mortality rate (11,180 U.S. deaths estimated in 2021) and its disproportionate impact on racial and ethnic minorities. The resolution supports public education about stomach cancer symptoms, recognizes the need for more research into early detection, and encourages states and localities to participate in awareness efforts. It has no binding effect but formally endorses awareness goals.
This resolution commemorates the 125th anniversary of the National Grain and Feed Association. It also recognizes the National Grain and Feed Association for 125 years of promoting the noble purpose of its members in transforming the American farmer's bounty into safe, nutritious, sustainable, and affordable human and animal food.
Food Donation Improvement Act of 2021 This bill expands liability protections for the donation of food and grocery products. Specifically, the bill expands the liability protections to include donations of an apparently fit grocery product or apparently wholesome food for which the recipient is charged a good Samaritan reduced price that is no greater than the cost of handling, administering, and distributing the food or product; or that is donated directly to a needy individual by a retail grocer, wholesaler, agricultural producer, restaurant, caterer, school food authority, or institution of higher education. The Department of Agriculture must issue regulations that clarify the quality and labeling standards that food products donated under the Bill Emerson Good Samaritan Food Donation Act must meet to be eligible for liability protection.
Hire Veteran Health Heroes Act of 2021 This bill requires the Department of Veterans Affairs (VA) to consult with the Department of Defense to identify and refer members of the Armed Forces with health care occupations for employment with the VA during their separation from the Armed Forces. The VA must refer interested members to a recruiter for consideration of open positions in the member's specialty and geography of interest. Referrals must not be made earlier than one year before the member's separation from the Armed Forces.
End Palm Oil Deforestation Act This bill modifies requirements for importing palm oil and makes other changes to address deforestation and other potential harms from cultivating and processing palm oil. For example, the bill (1) specifies that palm oil does not qualify for exclusions from importation requirements granted to common cultivars or common food crops, and (2) prohibits imported palm oil products from being treated as renewable fuel for purposes of the Renewable Fuel Program.
