Amends the Election Code. Provides that the board of election commissioners of a municipality with a population according to the 2000 federal census of at least 90,000 and no more than 130,000 shall have 5 (now, 3) members. Effective January 1, 2007.

Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Property Tax Code. Provides that, in any county of less than 200,000 inhabitants in which there is a municipality with more than 100,000 inhabitants and in which a board of review already exists, the mayor of the municipality with more than 100,000 inhabitants shall appoint 2 of the 3 members of the board of review. Sets the procedures for making the appointments. Effective immediately.

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. In a provision concerning eligibility for grants under the Act, increases the household income eligibility limitations for grant year 2006, and provides that, for grant years 2007 and thereafter, the limitations shall be increased annually by the percentage increase in the Consumer Price Index for the previous calendar year. Effective immediately.
Appropriates $25,000,000 from the General Revenue Fund to the Capital Development Board for costs associated with construction of Grayville Correctional Center and Hopkins Park Womens Correctional Center. Effective July 1, 2006.

Amends the School Code. Provide that through the 2010-2011 school year, any restriction on the amount of tuition a school district may charge a non-resident pupil does not apply to a school district that, during February 2005, requested a 5-year mandate waiver or modification with respect to this restriction and for which the General Assembly approved only one year of the 5-year request. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a provision regarding the jurisdiction of the Illinois Commerce Commission.
