Amends the Illinois Procurement Code. Requires that State contracts include the contractor's certification that services performed under the contract or a subcontract shall be performed within the United States. Requires the Procurement Policy Board to establish any exemptions. Requires that a contract be voided for violation of the certification if the chief procurement officer deems it to be in the best interest of the State.

Amends the Criminal Code of 1961. Includes in the offense of unauthorized videotaping, electronically recording or electronically surveilling another person without that person's consent in a private place. Provides that it is unlawful for any person to place or cause to be placed an electronic video surveillance device in a restroom, tanning bed, tanning salon, locker room, changing room, hotel bedroom, or any other private place, with the intent to electronically record, electronically surveil, videotape, photograph, or film another person without that person's consent. Provides that it is unlawful for any person to place or cause to be placed an electronic video surveillance device in another person's residence without that person's consent, with the intent to secretly electronically record, electronically surveil, videotape, photograph, or film another person without that person's consent. Increases the penalties for the offense from a Class A misdemeanor to a Class 4 felony and if the images are disseminated from a Class 4 felony to a Class 3 felony. Provides that if the person electronically recorded, electronically surveilled, videotaped, photographed, or filmed is under 18 years of age, the penalty is a Class 2 felony. Effective January 1, 2005.
Creates the Task Force on a Uniform Building Code.
Amends the Environmental Protection Act. Makes technical changes in a Section concerning noise.
Creates the State Building and Rehabilitation Code. Contains only a short title provision.
Amends the State Finance Act. Provides that certain items of income received by a public university that are currently retained by the university in a University Income Fund shall instead be deposited into a special fund in the State treasury. Applies to moneys received by a University on or after July 1, 2003; does not affect the moneys received by a University before July 1, 2003. Makes a related change in the State Universities Article of the Pension Code. Effective immediately.
Creates the Builders' Appeal Act. States that the purpose is to provide expeditious relief from local ordinances and regulations that inhibit the construction of affordable housing needed to serve low-income and moderate-income households in this State. Allows local approving authorities to issue a comprehensive permit to a developer of affordable housing. The comprehensive permit includes all local government approvals or licenses, except a building permit. Requires a hearing on an application. Sets forth requirements for approving a comprehensive permit. Creates a State Housing Appeals Board to hear appeals of decisions of a local approving authority. Contains other provisions.
Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that if a vacancy occurs in the elective membership of the Board for a term that has more than 6 months remaining, that vacancy shall be filled by a person elected pursuant to an election instituted by the Director of the Teachers' Retirement System of the State of Illinois. Effective immediately.
Amends the Illinois Library System Act. Deletes the provision that no director of a cooperative public library system or of a multitype library system shall be permitted to serve for more than a total of 6 years.
Amends the Board of Higher Education Act. Makes a technical change in a provision concerning budget proposals.
