Creates the Meaningful Human Control of Artificial Intelligence Act. Provides that a public employer, including a contractor or subcontractor of the public employer, shall not use or apply, or authorize any procurement, purchase, or acquisition of any service or system using or relying on any automated decision-making system, directly or indirectly, without meaningful and continuing human review when performing specified functions. Provides that an employer seeking to use or apply an automated decision-making system shall conduct an initial impact assessment and an additional impact assessments at least once every 2 years and prior to any material changes to the automated decision-making system. Sets forth provisions concerning anti-retaliation; enforcement by the Department of Labor; and private rights of action.
Amends the Fair Patient Billing Act. Provides that "artificial intelligence" has the meaning given to that term in the Illinois Human Rights Act. Prohibits all hospitals from using artificial intelligence to set or influence health care pricing or billing.
Amends the Medical Practice Act of 1987. Provides that "artificial intelligence" has the meaning given to that term in the Illinois Human Rights Act. Prohibits a person licensed under the Act from allowing artificial intelligence to prescribe medication if the person licensed under the Act does not maintain full control and responsibility for the prescription. Establishes penalty provisions for violations of provisions concerning the use of artificial intelligence to prescribe medication. Grants the Department of Financial and Professional Regulation investigatory authority for those violations and rulemaking authority regarding the authorized use of artificial intelligence to prescribe medication. Effective immediately.
Amends the Evaluation of Certified Employees Article of the School Code. Provides that a teacher evaluation plan shall prohibit an evaluator from using artificial intelligence tools to perform teacher evaluation tasks.
Amends the Sports Wagering Act. Prohibits a sports wagering licensee from using artificial intelligence to: (1) track the sports wagers of an individual; (2) create an offer or promotion targeting a specific individual; or (3) create a gambling product.

Sets forth provisions prohibiting a State agency, or any entity acting on behalf of an agency, from utilizing or applying any automated decision-making system, directly or indirectly, without continuous meaningful human review when performing any of the agency's specified functions. Requires impact assessments to be performed by State agencies seeking to utilize or apply an automated decision-making system with continuous meaningful human review. Provides that the impact assessment shall include a description of the objectives of the automated decision-making system; an evaluation of the ability of the automated decision-making system to achieve its stated objectives; a specified description and evaluation of the objectives and development of the automated decision-making; testing of the automated decision-making system; and the notification mechanism or procedure, if any, by which individuals impacted by the utilization of the automated decision-making system may be notified of the use of such automated decision-making system and of the individual's personal data, and informed of their rights and options relating to such use. Requires submission of impact assessments to the Governor and General Assembly.
