Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Middle Housing Incentive Program. Amends the Department of Labor Law of the Civil Administrative Code of Illinois. Authorizes the Department to establish workforce development initiatives. Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Extends the Veteran Property Tax Relief Reimbursement Pilot Program to July 1, 2030 (rather than July 1, 2028). Describes administrative responsibilities of the Department. Amends the State Finance Act. Creates the Veterans Property Tax Relief Reimbursement Pilot Program Fund and the Middle Housing Incentive Program Fund as special funds in the State treasury. Amends the Illinois Municipal Code and the Counties Code. Provides that a county or municipality may opt in, by resolution, to participate in the receipt of Local Government Distributive Fund revenues exceeding 8% of State income tax collections. Authorizes by-right overlay districts for middle housing and other housing-related innovations. Amends the Tax Increment Allocation Redevelopment Act. Makes changes to the definition of "redevelopment costs." Amends the Use Tax Act, the Services Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Changes the rate of tax on qualified residential development building materials to 1.25% (rather than 6.25%). Amends the Property Tax Code. Makes changes concerning the distribution of moneys collected from the Real Estate Transfer Tax. Amends the Prevailing Wage Act. Modifies the definition of "public works". Amends the Illinois Housing Development Act. Establishes grant-making and reporting requirements for the Illinois Housing Development Authority. Amends the Real Estate License Act of 2000. Limits commissions charged in residential real estate transactions. Amends the Security Deposit Return Act, the Security Deposit Interest Act, and the Landlord and Tenant Act. Makes changes regarding screening reports of prospective tenants and upfront rental costs of residential units. Makes conforming changes in the Condominium Property Act and the Common Interest Community Association Act regarding middle housing. Makes other changes. Effective January 1, 2028.

Creates the Community Mental Health Workforce Paid Internship Act. Requires the Department of Human Services to establish the Community Mental Health Workforce Paid Internship Program to provide funding to eligible entities to support paid internships for non-clinical staff positions within a community mental health organization. Requires the Department to develop the necessary application procedures and standards for acceptance for eligible entities, including, but not limited to, consideration of (1) workforce shortages; (2) service to underserved or rural communities; (3) commitment to training, supervision, and mentorship of interns; and (4) efforts to promote workforce development. Sets forth internship requirements and the permissible uses for funds awarded under the program. Requires eligible entities to submit yearly reports to the Department outlining (1) number of interns hired; (2) duration of internships; (3) positions of internships; and (4) employment outcomes, such as retention, following internship. Requires the Department to submit a report, every 2 years, to the General Assembly outlining the program's outcomes and impact. Grants the Department rulemaking authority. Provides that the General Assembly may appropriate funds for the purposes of the Act. Effective July 1, 2026.
Amends the Energy Transition Act. Provides that the Clean Jobs Workforce Hubs Network shall incorporate targeted outreach, recruitment, training, and placement services specifically for participants seeking careers within the climate, environmental, and clean energy sector. Defines "climate, environmental, and clean energy sector". Provides that the Department of Commerce and Economic Opportunity shall collect, track, and report certain information concerning the Clean Jobs Workforce Network Program. Provides that the information shall be disaggregated by race, gender, geography, and equity status.
Creates the Illinois Creative Workforce Development Act. Establishes a program within the Department of Commerce and Economic Opportunity to provide skills training, business development, financial literacy, contract education, and career transition support for independent and project-based creative workers. Includes a pilot program to test portable, worker-controlled benefits without reclassifying workers. Sets minimum compensation guidelines, timely payment requirements, and written contract standards for publicly funded creative work. Requires regional balance, targeted outreach to underrepresented communities, and data collection disaggregated by race, gender, and geography. Authorizes grants for cross-sector integration of creative skills into education, health, technology, and tourism. Creates the Illinois Creative Workforce Fund. Grants rulemaking authority. Makes a conforming change to the State Finance Act.
