HB 5321: SCH CD-TEACHER SALARY-CONT ED

Amends the Employment of Teachers Article of the School Code. Provides that beginning with continuing education coursework commenced on or after July 1, 2026, a school district, special education cooperative, or other public educational employer may recognize graduate-level continuing education coursework for purposes of salary advancement or lane changes only if the continuing education coursework meets specified requirements. Provides that nothing in the provisions impairs the ability of the parties to a collective bargaining agreement to negotiate salary schedules or compensation structures, as long as any graduate-level continuing education coursework recognized for salary advancement or lane changes complies with those specified requirements. Allows the State Board of Education, in consultation with the Board of Higher Education, to adopt rules as necessary to implement the provisions. Effective July 1, 2026.

HB 4758: JOB APPLICATION-DRIVER LICENSE

Amends the Job Opportunities for Qualified Applicants Act. Provides that, unless driving is an essential job function or is related to a legitimate business purpose for a position, an employer or employment agency shall not: (1) refuse to hire, segregate, or act with respect to recruitment, hiring, promotion, renewal of employment, selection for training or apprenticeship, discharge, discipline, tenure or terms, or privileges or conditions of employment on the basis of an applicant or employee not possessing a driver's license; or (2) include a statement in a posting for a job opening for the position that an applicant must have a valid driver's license. Defines "driver's license". Effective January 1, 2027.

SB 3777: HUMAN RIGHTS-DISPARTE IMPACT

Amends the Illinois Human Rights Act. Provides that in the Articles governing employment, financial credit, and public accommodations it is a civil rights violation to use criteria or methods including practices, policies, and groups of practices or policies that has the effect of subjecting individuals to discrimination prohibited under the Act. Changes the definition of "unlawful discrimination" to mean discrimination against a person, whether by purpose or effect, because of his or her actual or perceived: race, color, religion, national origin, ancestry, age, sex, marital status, order of protection status, disability, military status, sexual orientation, pregnancy, reproductive health decisions, or unfavorable discharge from military service as those terms are defined in the Act.

SB 2913: SCH CD-TEACHER EVALUATION PLAN

Amends the Evaluation of Certified Employees Article of the School Code. Provides that, beginning July 1, 2026, if a school district and its teachers cannot reach agreement over the decision on whether to incorporate the use of data and indicators on student growth as a factor in rating teaching performance into a teacher evaluation plan and there is no collective bargaining agreement that includes or incorporates by reference the teacher evaluation plan, then the student growth component shall be removed from the teacher evaluation plan. Effective immediately.

SB 2339: PRIVACY IN THE WORKPLACE

Amends the Right to Privacy in the Workplace Act. Provides that an employer enrolled in an Employment Eligibility Verification System, including the E-Verify program, shall not impose work authorization verification or re-verification requirements greater than those required by the Employment Eligibility Verification System. Provides that, if an employer receives notification from any federal agency or other outside third party not responsible for the enforcement of immigration law of a discrepancy as it relates to an employee's individual taxpayer identification number or other identifying documents, guarantees specified rights and protections to the employee. Makes changes in provisions concerning the administration and enforcement of the Act by the Department of Labor. Sets forth provisions concerning action for civil penalties brought by an interested party; private right of action; penalties; and review under the Administrative Review Law.

SB 1976: WORKERS RIGHTS AND SAFETY

Creates the Illinois Workers' Rights and Worker Safety Act. Provides that, except as authorized by State law enacted after January 19, 2025, a State agency may not amend or revise its rules relating to the protection of workers' rights or worker safety in a manner less stringent than specified federal laws. Provides that a State agency may establish workers' rights and worker safety standards that are more stringent than those provided in federal law as the federal law existed on January 19, 2025. Provides that, to the extent a federal law existing on January 19, 2025 is more stringent than a State agency's corresponding standards or rules in its protection of workers' rights or worker safety, or to the extent that there are no State agency standards or rules in place corresponding with a federal law, a State agency shall, as a minimum standard, continue to observe and enforce those workers' rights and worker safety standards provided in federal law as the federal law existed on January 19, 2025. Provides for reporting requirements. Repeals the Act on January 20, 2029.
