Creates the Limitations on Facility Fees Act. Provides that no health care provider shall charge, bill, or collect a facility fee, except for: (i) services provided on a hospital's campus; (ii) services provided at a facility that includes a licensed hospital emergency department; or (iii) emergency services provided at a freestanding emergency center. Provides that, except as specified, no health care provider shall charge, bill, or collect a facility fee for: (i) outpatient evaluation and management services; or (ii) any other outpatient, diagnostic, or imaging services identified by the Department of Public Health. Requires the Department to annually identify services subject to the limitations on specified facility fees that may reliably be provided safely and effectively in settings other than hospitals. Sets forth provisions concerning reporting, rulemaking, and enforcement of the Act. Amends the Fair Patient Billing Act to make a conforming change. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person who violates the Limitations on Facility Fees Act commits an unlawful practice.

Amends the School Code. Provides that, subject to appropriation, the State Board of Education, in consultation with the Department of Public Health, shall develop an educational document explaining, at a minimum, the values of good indoor air quality and shall supply the document to school districts. Provides that, subject to funding from the State Board, a school district shall ensure that all active classrooms are equipped with an air quality monitor.

Creates the Screen Illinois Initiative Act. Authorizes the Department of Public Health to establish the Screen Illinois Initiative to increase the number of mobile health screening unit hubs in the State. Provides that the Screen Illinois Initiative funding shall be used to support the operations of the mobile health screening units by covering purchases, maintenance, salaries, and costs under the Act. Establishes requirements regarding the mobile health screening units and the protocols for follow-up care and appointments. Requires the Department of Public Health to adopt rules. Defines terms. Makes other conforming changes.

Creates the Custody Relinquishment Prevention Involving Children with Developmental Disabilities Act. Provides that the Act establishes a pathway for families on the verge of seeking services for their child's developmental disability through relinquishment of parental custody to the Department of Children and Family Services, despite the absence of abuse or neglect, to receive services through the appropriate State child-serving agency. Requires the Department of Children and Family Services, the Department of Human Services, the Department of Healthcare and Family Services, the Illinois State Board of Education, the Department of Juvenile Justice, and the Department of Public Health to enter into an interagency agreement for the purpose of preventing children and youth with developmental disabilities who are not otherwise abused or neglected from entering the custody or guardianship of the Department of Children and Family Services solely for purposes of receiving specialized services and supports to address the child's or youth's needs. Provides that under the interagency agreement, the listed agencies shall establish an interagency clinical team to review cases of children and youth with developmental disabilities who live at home with their families and are at risk of relinquishment, and to connect the child or youth and his or her family with the appropriate services, treatment, and support to prevent custody relinquishment to the Department of Children and Family Services. Contains provisions on what issues must be addressed in the interagency agreement; annual outcomes and data reports to the General Assembly; and other matters. Requires the listed agencies to adopt rules providing that any employee of that Department who encourages a parent, guardian, or other responsible adult to relinquish custody of a child with a developmental disability solely to access specialized services and supports through the appropriate State child-serving agency, despite the absence of abuse or neglect, is subject to termination.

Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Department of Public Health shall allow for an alternative rural staffing model for vehicle service providers that serve a rural or semi-rural population of 10,000 or fewer inhabitants and exclusively use volunteers, paid-on-call, or part-time employees, or a combination thereof (now, the use of part-time employees is not an option). Effective immediately.

Prohibits health insurance issuers from specifying or describing personal sensitive health care information in any explanation of benefits, summary of payments, claims history, or any other communication or record relating to payment or coverage of services or procedures involving sensitive health care information for an insured member other than the insured subscriber, unless the insured member receiving the service or procedure clearly makes a request orally or in writing to not suppress information relating to sensitive health care. Grants the Department of Insurance rulemaking authority. Provides that the Department of Insurance, in collaboration with the Department of Public Health, shall develop and implement a plan to educate health care providers and consumers regarding the rights of insured members and the responsibilities of health insurance issuers to promote compliance with the stated requirements. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to establish the same requirements in the provisions of those Acts. Effective one year after becoming law.

Creates the Palliative Care and Quality of Life Act. Provides that the Department of Public Health shall, no later than January 1, 2027, publish proposed rules to implement the Act, and shall make a good faith effort to consult with affected provider groups, advocate organizations, and other individuals and groups identified by the Department to be critical to the development of applicable rules. Provides that a community-based palliative care provider shall make available the specified services to adult patients pursuant to rules adopted by the Department. Establishes compliance requirements following the adoption of rules implementing the Act. Sets forth provisions concerning provider entity standards, penalties for violations of the Act, the palliative care work group, and the Palliative Care Public Awareness and Education Program.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Authorizes the Department of Public Health to conduct a study on lung cancer biomarkers, including, but not limited to, the anaplastic lymphoma kinase gene. Provides that the study may focus on identifying genetic variations in lung cancer that are linked to increased risks, genetic variations that are linked to treatment resistance, and genetic variations that are linked to specific disease subtypes. Provides that the Department of Public Health may enter into contracts, grants, or other agreements for the purpose of completing the study. Provides for the repeal of these provisions on January 1, 2029.

Creates the 340B Drug Pricing Program Reporting Act. On or before April 1, 2027 and each April 1 thereafter, requires a 340B covered entity to report the specified information and transactions to the Department of Public Health concerning the 340B covered entity's participation in or participation on behalf of the 340B covered entity in the federal 340B Program for the previous calendar year. On or before November 15, 2027 and each November 15 thereafter, requires the Department to prepare a report that aggregates the data submitted; submit the report to the General Assembly in an electronic format; and post the report on the Department's website. Provides that pharmaceutical manufacturers may request a 340B covered entity to provide specified information concerning the dispensation of 340B drugs. Sets forth provisions concerning penalties, exemptions for pharmaceutical manufacturers, and rulemaking. Provides that the Act is repealed on January 1, 2031. Effective immediately.
