SB 3833: MEDICAID ACCESS ADJUSTMENT

Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning the Medicaid Access Adjustment payments to nursing facilities, provides that for dates of service beginning January 1, 2027, the Medicaid Access Adjustment shall be increased by $5.75 to $10.50 per diem. Provides that beginning January 1, 2027, facilities located outside of Rate Areas 6, 7, and 8 shall have the Medicaid percent of occupied bed days to be at least 60% of all occupied bed days adjusted quarterly to qualify for the Medicaid Access Adjustment. Provides that the remaining facilities shall have their threshold remain at 70%.

HB 5315: MENTAL HLTH WORKFORCE-ACT RATE

Amends the Rebuild Illinois Mental Health Workforce Act. HB 4862: SCH CD-STAFF MENTAL HEALTH

Amends the School Code. Requires the State Board of Education to publish on its website links to resources, self-assessments, and best practices for educators and local policymakers to prevent and address secondary traumatic stress in the workforce. Provides that, by January 1, 2028, each school district must adopt policies and procedures that incorporate the following elements: (1) a commitment to support mental health in the workplace; (2) the establishment of a district-wide workforce mental health committee; (3) regular assessment of district-level and school-level implementation of the policies and procedures that includes input from the workforce; and (4) the provision of appropriate resources and training to schools and staff for continuous improvement. SB 3323: CONTROLLED SUB-TESTOSTERONE

Amends the Illinois Controlled Substances Act. Provides that the Prescription Monitoring Program does not apply to testosterone, mifepristone, misoprostol, GnRH analogues, or estrogen. Provides that the Department of Human Services shall purge from the records of the Prescription Monitoring Program all existing information concerning the prescribing or dispensing of testosterone, including any such information contained in the central repository or database, on or before January 1, 2027, and shall ensure that no further records concerning the prescribing and dispensing of testosterone are created or maintained by the Prescription Monitoring Program. HB 5476: PALLIATIVE CARE ACT

Creates the Palliative Care and Quality of Life Act. Provides that the Department of Public Health shall, no later than January 1, 2027, publish proposed rules to implement the Act, and shall make a good faith effort to consult with affected provider groups, advocate organizations, and other individuals and groups identified by the Department to be critical to the development of applicable rules. Provides that a community-based palliative care provider shall make available the specified services to adult patients pursuant to rules adopted by the Department. SB 3337: DPH-LUNG CANCER STUDY

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. HB 4954: 340B PRICING PROGRAM REPORT

Creates the 340B Drug Pricing Program Reporting Act. On or before April 1, 2027 and each April 1 thereafter, requires a 340B covered entity to report the specified information and transactions to the Department of Public Health concerning the 340B covered entity's participation in or participation on behalf of the 340B covered entity in the federal 340B Program for the previous calendar year. On or before November 15, 2027 and each November 15 thereafter, requires the Department to prepare a report that aggregates the data submitted; submit the report to the General Assembly in an electronic format; and post the report on the Department's website. Provides that pharmaceutical manufacturers may request a 340B covered entity to provide specified information concerning the dispensation of 340B drugs. Sets forth provisions concerning penalties, exemptions for pharmaceutical manufacturers, and rulemaking. Provides that the Act is repealed on January 1, 2031. Effective immediately.
