Makes appropriations for the ordinary and contingent expenses of the Northeastern Illinois University for the fiscal year beginning July 1, 2026, as follows: General Funds $42,401,300.
Amends the Board of Higher Education Act. Provides that the Board of Higher Education, in approving or disapproving a public institution of higher education's proposal for a new unit of instruction, research, or public service or in approving modifications, must take into account the unique student demographics and needs of the particular institution.
Makes appropriations for the ordinary and contingent expenses of the Southern Illinois University for the fiscal year beginning July 1, 2026, as follows: General Funds $234,246,700; Other State Funds $1,266,000; Total $235,512,700.
Amends various Acts relating to the governance of public universities in Illinois to make changes concerning in-state tuition to remove a condition concerning attending high school or a community college while residing in this State and not having established residency outside of this State before enrolling in the public university. Amends the Public Community College Act to change specified conditions under which the board of trustees of a community college district is required to deem an individual an Illinois resident. Effective immediately.
Makes appropriations for the ordinary and contingent expenses of the Governors State University for the fiscal year beginning July 1, 2026, as follows: General Funds $27,650,500.

Makes appropriations for the ordinary and contingent expenses of the Chicago State University for the fiscal year beginning July 1, 2026, as follows: General Funds $41,747,900; Other State Funds $3,307,000; Total $45,054,900.
Appropriates $1,000,000 to the Illinois Community College Board for the purpose of implementing the Community College Economic Empowerment Act. Effective July 1, 2026.
Makes appropriations for the ordinary and contingent expenses of the University of Illinois for the fiscal year beginning July 1, 2026, as follows: General Funds $736,484,400; Other State Funds $10,240,800; Total $746,725,200.
Amends the School Code. Provides that the Illinois Community College Board shall establish an outcome-based Adult Workforce High School Diploma Program to allow eligible students to qualify for enrollment in the Program, and, upon successful completion of the Program, to be awarded a high school diploma. Sets forth requirements for approved Program providers and Program funding. Requires each approved Program provider to submit an annual report to the Board regarding the Program. Requires the Board to submit an annual report to the Governor and the General Assembly regarding the Program. Repeals the provisions on June 30, 2030.
