Amends the Higher Education Student Assistance Act. Provides that the Post-Master of Social Work School Social Work Professional Educator License scholarships may also be known as School Social Work scholarships. Includes, as a qualified applicant subject to meeting the other requirements, (i) a person who is pursuing a clinical social work license or social work license and (ii) a person who will obtain a master's degree in social work from an approved program before enrolling the academic program that the scholarship would support. Allows scholarships to be applied to the payment of tuition and mandatory fees at a private, not-for-profit institution of higher education in the State that prepares students to obtain an Illinois Professional Educator License with an endorsement in School Social Work. Provides that a scholarship for a recipient attending a private, not-for-profit institution shall not exceed the maximum grant payable to a student enrolled in the most expensive comparable program of study at a public university in the State. Effective July 1, 2026.

Creates the Higher Education Student Bill of Rights Act. Provides that a student attending a postsecondary education institution in the State is entitled to the following rights: the right to an inclusive and safe learning environment; the right to equal access; the right to safety and respect; the right to accessibility; the right to free expression; the right to organize; the right to peaceful protest; the right to academic transparency; the right to fair evaluation; the right to educational records; the right to educational programs safeguarded from political interference; the right to career preparation; the right to educational quality; the right to due process; the right to representation; the right to institutional accountability; the right to financial transparency; the right to fair lending and borrowing practices; the right to timely refunds and withdrawals; and the right to transfer.

Amends various Acts relating to the governance of public universities in Illinois to make changes concerning in-state tuition to remove a condition concerning attending high school or a community college while residing in this State and not having established residency outside of this State before enrolling in the public university. Amends the Public Community College Act to change specified conditions under which the board of trustees of a community college district is required to deem an individual an Illinois resident. Effective immediately.

Amends the College Campus Press Act. Defines "public media produced at a State-sponsored institution of higher learning". Provides that all public media produced at a State-sponsored institution of higher learning is a public forum for expression by the employees producing the media at the institution of higher learning. Provides that public media produced at a State-sponsored institution of higher learning is not subject to prior review by public officials of the State-sponsored institution of higher learning. Allows an employee or agent of an entity creating or distributing public media produced at a State-sponsored institution of higher learning to commence a civil action to obtain appropriate injunctive and declaratory relief as determined by a court for violation of the Act by such State-sponsored institution of higher learning. Provides that expression made by an employee or agent of an entity creating or distributing public media produced at a State-sponsored institution of higher learning is neither expression of campus policy nor speech attributable to a State-sponsored institution of higher learning. Provides that a State-sponsored institution of higher learning is immune from any lawsuit arising from expression actually made in public media produced at a State-sponsored institution of higher learning. Makes other changes.

Amends the College and Career Success for All Students Act. Requires an International Baccalaureate teacher to obtain appropriate training, subject to appropriation. Provides that International Baccalaureate training to teachers in Illinois high schools must provide teachers of International Baccalaureate courses with the necessary content knowledge and instructional skills to prepare students for success in International Baccalaureate courses and examinations and provide administrators, including principals and counselors, with professional development that will enable them to create strong and effective International Baccalaureate programs in their schools. Provides that the AP exam fee reduction program also applies to fees charged for an International Baccalaureate Diploma Programme subject.

Amends the School Code. Requires every public elementary and high school to include in its curriculum the study of the contributions made by Latin Americans to the economic, cultural, social, and political development of the United States. Provides that the regional superintendent of schools shall monitor a school district's compliance with the requirement during the regional superintendent's annual compliance visit and make recommendations for improvement. Provides that the failure by a school district or school to comply with the requirement shall result in a written warning for the first offense, and if the school district or school continues to fail to comply with the requirements, the school district or school shall face disciplinary action at the discretion of the regional superintendent. Requires the State Superintendent of Education to prepare and make available to all school boards instructional materials and professional development opportunities that may be used as guidelines for the development of a Latin American unit of study. Effective August 1, 2026.

Amends the Educator Licensure Article of the School Code. In a provision regarding the Illinois Teaching Excellence Program, changes the definition of "hard-to-staff school" to mean a public school that either (i) is identified as hard-to-staff based on data reported on its school report card or (ii) does not have a school report card but serves a student population in which 30% or more of the student enrollment is considered low-income as determined by the State Board of Education using available enrollment or funding data, and provides that the State Board may not deny a National Board certified teacher a retention bonus solely because the public school at which the teacher is employed does not have a school report card.

Amends the Illinois Administrative Procedure Act. Creates emergency rulemaking procedures for the student teaching stipend program. Amends the Downstate Teacher Article of the Illinois Pension Code. Authorizes a person to establish optional credit for periods of service as a student teacher under a specified provision of the Board of Higher Education Act. In provisions requiring an additional employer contribution for certain salary increases greater than 6%, provides that the System shall exclude any stipends paid to an eligible cooperating teacher under the Board of Higher Education Act. Provides that any benefit increase that results from the amendatory Act is excluded from the definition of "new benefit increase". Amends the Board of Higher Education Act. Creates the student teaching stipend program. Defines terms. Provides that an educator preparation program shall notify the Board of Higher Education of all eligible students and eligible cooperating teachers who qualify for the stipend program. Creates requirements for the disbursement of stipend funds under the program. Provides that an educator preparation program may not prohibit an eligible student from participating in the stipend program or from receiving a stipend from the stipend program. Requires an eligible cooperating teacher who receives a stipend to complete specific training. Requires the Board to issue a report in collaboration with the State Board of Education evaluating the impact of the stipend program. Permits the Board to adopt emergency rules regarding the administration of the stipend program in certain circumstances subject to the Illinois Administrative Procedure Act. Effective immediately.

Creates the Prohibition of Discriminatory Disability Mascots Act. Restricts a public educational institution from the adoption or continued use of discriminatory disability mascots. Allows a public educational institution to continue to use uniforms or other materials bearing a prohibited name, logo, or mascot that were purchased on or before the effective date of the Act until September 1, 2028 if certain requirements.

Condemns President Donald Trump's effort to freeze funds for affordable childcare. Calls for the immediate release of all congressionally appropriated childcare funds.
