Makes appropriations for the ordinary and contingent expenses of the Governor's Office of Management and Budget for the fiscal year beginning July 1, 2026, as follows: General Funds $5,280,000; Other State Funds $764,163,400; Total $769,443,400.

Makes appropriations for the ordinary and contingent expenses of the Court of Claims for the fiscal year beginning July 1, 2026. Effective July 1, 2026.

Makes appropriations for the ordinary and contingent expenses of the Department of Financial and Professional Regulation for the fiscal year beginning July 1, 2026, as follows: Other State Funds $186,398,800.

Makes appropriations for the ordinary and contingent expenses of the Department of Innovation and Technology for the fiscal year beginning July 1, 2026, as follows: General Funds $393,399,200; Other State Funds $714,216,700; Total $1,107,615,900.

Amends the Transitional Bilingual Education Article of the School Code. Subject to appropriation, requires the State Board of Education to establish and implement an English Learner Grant Program to support school districts' English learner programs. Effective immediately.

Amends the School Code. Provides that all mandated categorical programs under the Code and the School Breakfast and Lunch Program Act shall be funded at 100% of their required levels as calculated by the State Board of Education, without proration. Provides that, beginning with Fiscal Year 2027, the General Assembly shall appropriate funds for each fiscal year sufficient to fully reimburse school districts for all services and costs under mandated categorical programs, as required under the Code. Requires the State Board to annually provide to the General Assembly, no later than May 1 of each year, the appropriation levels needed to fully fund mandated categorical grant funding for the upcoming fiscal year. With respect to the evidence-based funding formula, provides that the State shall increase annual new State funds to ensure full funding of the formula beginning with Fiscal Year 2027. Requires the State Board to annually determine and report the amount necessary to bring all Tier 1 and Tier 2 organizational units to 100% of their adequacy targets, and requires the General Assembly to appropriate sufficient funds to meet this requirement no later than Fiscal Year 2027. Provides that no organizational unit may receive less than the amount determined under the formula in any fiscal year. Effective immediately.

SB 4082 is an appropriations bill allocating $100.7 million from the General Revenue Fund to cover the Illinois Attorney General's operational expenses for fiscal year 2027. Amends the Higher Education Student Assistance Act. Provides that the Illinois Student Assistance Commission shall establish a Manufacturing Promise Scholarship Program to award scholarships to State residents who are enrolled in a public community college or other program with a major in manufacturing or a skilled trade. Provides that, subject to a separate appropriation for such purposes, the Commission shall, each year, receive and consider applications for a scholarship. Provides that an applicant is eligible for a scholarship if the Commission finds that the applicant meets specified criteria. Provides that the Commission shall reserve 20% of the amount appropriated in a given fiscal year for students who are from underrepresented areas. Provides that the Commission shall make scholarships available to traditional college-aged students, adults, and non-traditional students. Provides that an applicant who receives a scholarship may not be required to return scholarship funds. Provides for rulemaking.

Makes appropriations for the ordinary and contingent expenses of the Office of Executive Inspector General for the fiscal year beginning July 1, 2026, as follows: General Funds $10,980,500; Other State Funds $2,089,600; Total $13,070,100.

Makes appropriations for the ordinary and contingent expenses of the Executive Ethics Commission for the fiscal year beginning July 1, 2026, as follows: General Funds $12,234,200; Other State Funds $3,293,400; Total $15,527,600.
