Provides that the amendatory Act may be referred to as the End the Energy Tax Act. Amends the Public Utilities Revenue Act. Provides that provisions concerning the tax on invested capital and on distribution of electricity are repealed on January 1, 2027. Provides that provisions concerning a return with respect to the tax are repealed on January 1, 2028. Repeals provisions of the Public Utilities Act concerning energy efficiency, demand-response measures and energy efficiency analysis, and the Energy Transition Assistance Fund. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code to make a conforming change. Repeals the Illinois Power Agency Act, the Electricity Excise Tax Law Act, and the Energy Assistance Act. Amends the Public Utilities Act. Provides that the Legislative Reference Bureau shall prepare for introduction in the 2027 spring session of the General Assembly a bill effecting such changes in the statutes as may be necessary to conform the statutes to the changes in law made by the amendatory Act.
Amends the Senior Citizens and Persons with Disabilities Property Tax Relief Act. Changes the income eligibility levels used to determine eligibility for reduced vehicle registration fees for seniors and persons with disabilities.
Amends the Property Tax Code. Provides that, for taxable years 2026 and thereafter, the maximum income limitation for the low-income senior citizens assessment freeze homestead exemption is $80,000 (currently, $65,000). Effective immediately.
Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that the sales tax holiday period under those Acts applies from August 5 through August 14 of 2026 and from August 5 through August 14 of each year thereafter. Effective immediately.
Appropriates $340,000 from the General Revenue Fund to the State Board of Education to address shortages of school psychologists in this State through specified methods. Effective July 1, 2025.
Amends the State Finance Act. Modifies the allocation of moneys from the Cannabis Regulation Fund. Provides that, of the 8% of funds transferred to the Local Government Distributive Fund, 2% shall be used to fund law enforcement training programs that include (i) the use of de-escalation techniques to prevent or reduce the need for force whenever safe and feasible, (ii) specific training on officer safety techniques including cover, concealment, and time, and (iii) training focused on high risk traffic stops; 2% shall be used for the purchase of body cameras; 2% shall be for law enforcement to use at their discretion; 1% shall be allocated to counties for costs associated with pretrial services; and 1% shall be allocated to counties for costs associated with juvenile expungements.
Amends the Property Tax Code. In provisions concerning platted and subdivided but undeveloped property, provides that (i) beginning with the 2025 taxable year, no property's assessed value shall be reduced to less than $150 under those provisions and (ii) beginning with the 2035 taxable year, no property shall be eligible for calculation of its assessed value under those provisions for more than a 10-year period.
Amends the Illinois Income Tax Act. Provides for an income tax deduction in an amount equal to the amount included in the taxpayer's federal adjusted gross income for the taxable year from the taxpayer's service as a full-time law enforcement officer in the State or a full-time firefighter in the State during the taxable year. Effective immediately.
Affirms that no one wins when the federal government shuts down. Urges Congress to maintain continuous federal operations through timely appropriations or continuing resolutions, to reject shutdowns as a negotiating tactic, and to provide predictable funding that protects families, workers, and the broader economy. Reaffirms a bipartisan commitment to stability and problem-solving and to stand ready to work with Illinois's Congressional Delegation, Democrats and Republicans alike, to keep government functioning and focused on the people we serve.
Amends the Illinois Income Tax Act. Removes provisions providing that the pass-through entity level election applies only for tax years beginning prior to January 1, 2026. Effective immediately.
