Amends the Hospital Licensing Act. Grants the Department of Public Health independent authority to investigate all complaints alleging violations of the Act. Provides that, if the Department conducts a federal complaint survey, it shall independently determine if the survey also addresses violations of State law, and when a federal complaint survey is not authorized, either in whole or in part, the Department shall initiate an independent investigation into violations of State law within 30 calendar days after completion of the federal survey. Requires the Department to promptly initiate, within 30 days after the date the Department receives the result of any federal complaint survey, an independent investigation of the violations of the Act in all other cases in which any alleged violations of the Act are not part of a federal complaint survey. Requires the Department to submit annual reports to the General Assembly on or before December 31 each year on specified investigations of alleged violations of State law. Provides that the report shall include a summary of all completed investigations, actions taken, and recommendations for improvements.
Amends the Mid-Illinois Medical District Act. Expands the boundaries of the Mid-Illinois Medical District. Makes changes to the powers of the Mid-Illinois Medical District Commission. Requires the Commission to hold a regular meeting on the second Thursday of February in even-numbered years for the election of a President, Vice-President, Secretary, and Treasurer from among its members and to hold meetings annually for the adoption of a budget and for other business purposes (rather than holding annual meetings for all purposes). Provides that the Commission may not acquire property between 11th Street on the east, Madison Street on the north, Walnut Street on the west, and South Grand Avenue on the south by exercising the right of eminent domain under the Eminent Domain Act. Authorizes the Commission to construct or cause to be constructed, among other things, housing, educational buildings, and research facilities. Requires the Commission's master plans to be delivered to (rather than approved by) the advisory council and the Springfield city council.
Creates the Motor Vehicle Glass Repair Act. Provides that an insured under a property and casualty insurance policy shall not, either prior to or after a claimed or covered loss, assign, delegate or otherwise transfer, in whole or in part, to any other person the insured's: (1) duties under the policy; or (2) rights or benefits under the policy. Provides that any contract violating the delegation prohibition shall be void and unenforceable. Sets forth provisions concerning a motor vehicle glass shop's notice requirements to an insured; motor vehicle glass repair claims and practices; prohibited acts; and an insured's right to choose a motor vehicle glass repair shop. Establishes a presumption that a motor vehicle glass repair shop is acting knowingly in violation of provisions concerning prohibited acts if the motor vehicle glass repair shop engages in a regular and consistent pattern of the prohibited activity. Requires the Department of Insurance to adopt rules necessary to administer and implement the Act, including rules to enforce compliance with the Act.
Amends the Paid Leave for All Workers Act. Provides that the definition of "employee" does not include a worker participating in the H-2A temporary agricultural program. Effective immediately.
Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Provides that the Department of Agriculture shall conduct an access to nutritious food program to establish and operate projects and strategies within food deserts that focus on: (1) distribution of fresh and nutritious food; and (2) education in food preparation and nutrition. Provides that the Department shall promote the sharing of information concerning best practices and programs, including specified projects, that have proven to be effective in improving distribution of fresh and nutritious food and education in food preparation and nutrition. Provides that the Department shall convene an annual meeting of nonprofit organizations and other interested parties to share best practices and information on programs, including specified projects, that have proven to be effective in improving distribution of fresh and nutritious food and education in food preparation and nutrition. Defines "food desert" and "program".
Creates the Transportation Network Driver Labor Relations Act. Defines "transportation network driver" as an individual who operates a motor vehicle that: (i) is owned, leased, or otherwise authorized for use by the individual; (ii) is not a taxicab or for-hire public passenger vehicle; (iii) is used to provide transportation network company services; and (iv) operates under the license of a transportation network company. Provides that transportation network drivers have the right of self-organization, to form, join, or assist transportation network driver organizations, and to bargain collectively. Sets forth provisions concerning unfair work practices; the prevention of unfair work practices; the designation of bargaining representatives; administrative fees; bargaining, impasse resolution procedures, and final determinations by the Department of Labor; applicability of other labor standards; rulemaking; and public records. Amends the Freedom of Information Act and the Labor Dispute Act to make conforming changes. Effective immediately.
Amends the Medical Practice Act of 1987. Provides that a pediatric neurologist or any other physician who diagnoses autism in a child must provide to the child's family, at a follow-up appointment, a pamphlet listing autism-specific support services in the area.
Creates the Department of Natural Resources Sahara Woods State Recreation Area Act. Authorizes the Department of Natural Resources to enter into a public-private agreement to develop, construct, finance, lease, manage, and operate campground facilities at Sahara Woods State Recreation Area. Authorizes the Director of Natural Resources to enter into discussions with interested persons prior to soliciting requests for proposals. Directs the Department to comply with specified provisions of the Illinois Procurement Code. Describes the request-for-proposal process that is to be employed. Contains provisions concerning the payment of prevailing wages and the use of project labor agreements. Specifies that the term of any public-private agreement entered into under the Act shall be no less than 25 years and no more than 99 years. Defines terms. Effective immediately.
Amends the Firearm Owners Identification Card Act. Lowers the minimum age at which a person who is not an active duty member of the United States Armed Forces or the Illinois National Guard may apply for a Firearm Owner's Identification Card without parental or legal guardian consent from 21 years of age to 18 years of age. Provides that an applicant who is 18 (rather than 21) years of age or older seeking a religious exemption to the photograph requirement must furnish with the application an approved copy of United States Department of the Treasury Internal Revenue Service Form 4029.
Amends the Educator Licensure Article of the School Code. Provides that short-term approval of a paraprofessional educator endorsement on an Educator License with Stipulations shall be given to an individual who meets the requirements in the Illinois Administrative Code. Provides that the short-term approval expires on June 30 immediately following 5 full fiscal years after the approval was given. Effective July 1, 2026.
Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that a firefighter who previously participated in the Illinois Municipal Retirement Fund (IMRF) for service as a member of the fire department of a municipality and was transferred to that municipality's firefighters' pension fund upon its creation, as required under the Downstate Firefighter Article as a result of the federal decennial census of 2010, shall, for the purposes of determining the applicable tier of benefits, be deemed to have become a firefighter and member of that municipality's firefighters' pension fund on the date that he or she first participated in IMRF as a member of the fire department of that municipality, notwithstanding whether that start date was before January 1, 2011. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
