Amends the Capital Crimes Litigation Act. Provides that the funding provisions of the Act are available to the State and defense in any case involving an offense for which the sentence of death may be imposed as a consequence of conviction, regardless of whether or not the State's Attorney indicated that he or she would seek the death penalty in that case. Provides that these provisions are retroactive to any capital case that is pending at the time of enactment or that is prosecuted on or after its effective date. Effective immediately.
Creates the Hypnosis Consumer Protection Act. Provides that a person who is not otherwise licensed to provide some form of health care and who provides hypnotism services shall not be in violation of the health care profession practice Acts and shall be deemed to engage in the nontherapeutic practice of hypnotism, unless that person engages in specified activities. Provides that an unlicensed person providing hypnotism services shall, prior to providing those services, (i) disclose specified information in a plainly-worded written statement and (ii) obtain a written acknowledgement from the client stating that he or she has been provided with the written statement. Provides that an unlicensed person providing hypnotism services shall state in any advertisement that he or she is not an Illinois licensed health care practitioner. Provides criminal penalties for violation. Effective immediately.
Appropriates $25,000,000 to the Department of Transportation for its I-FLY Fund. Effective July 1, 2004.
Appropriates $2 from the General Revenue Fund to Chicago State University for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
Amends the Chicago Teachers Article of the Illinois Pension Code. Raises the maximum allowable service retirement pension from 75% to 80% of average salary. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Adoption Act. Makes technical changes in a Section concerning who may be adopted.
Amends the Illinois Insurance Code. Adds a caption to a Section concerning the time within which to make repairs to damaged property.
Creates the Payday Loan Act. Contains only a short title provision.
Amends the Department of Public Health Act. Makes a technical change in a Section concerning certain appropriations to the Department.
Amends the School Building Commission Article of the School Code. Repeals a Section concerning area vocational buildings. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the general purposes of the Code.
Makes appropriations for expenses of the Teachers Retirement System for the fiscal year beginning July 1, 2004, as follows: General Revenue Fund $735,601,000 Other State Funds $44,190,000 Total $779,791,000.
