Amends the Real Estate Appraiser Licensing Act of 2002. Provides that all supervisory appraisers or co-appraisers who are required to retain records pursuant to specified provisions of the Act, original work files, and copies of appraisals completed by both the supervisory appraiser or co-appraiser and the appraiser, shall furnish such documentation to the appraiser or co-appraiser upon request. Provides that the Commissioner of Banks and Real Estate may temporarily suspend the license of a licensee without a hearing, simultaneously with the institution of proceedings for a hearing, if the Commissioner finds that the evidence indicates that the public interest, safety, or welfare requires emergency action. Makes changes concerning the Office of Banks and Real Estate's subpoena power.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning certificates of title.
Amends the Southwestern Illinois Development Authority Act. Makes technical changes in a Section concerning the short title of the Act.
Amends the Children and Family Services Act. Repeals Sections concerning charges to a parent or guardian resulting from the care and training of a child by the Department of Children and Family Services. Amends the Juvenile Court Act. Deletes language concerning a parent's or guardian's liability to pay for the support of a child who has been removed from that parent's or guardian's care. Amends the Unified Code of Corrections. Repeals a Section concerning reimbursement for the expenses of committed persons. Amends the Code of Civil Procedure to make corresponding changes.
Amends the Public Community College Act. Makes a technical change in a Section concerning State grants.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that salary received on or after July 1, 1999 for overtime, summer school, and other optional service shall be included in the calculation of salary for pension purposes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Makes technical changes in a Section concerning funding for addiction treatment programs. Effective immediately.
Amends the Department of Public Health Act. Provides that the Department of Public Health shall fund an HIV/AIDS community service pilot program in the African-American communities of the State. The program shall include HIV primary care, HIV counseling and testing, case management services, prevention case management services, and street outreach services.
Amends the Illinois Income Tax Act. Creates a deduction for individual taxpayers who are 62 years of age or older in an amount equal to the amount the individual pays for Medicare Part B benefits during the taxable year. Provides that the deduction is available in taxable years ending on or after December 31, 2004. Exempts the deduction from the sunset provisions. Effective immediately.
Amends the Illinois Fertilizer Act of 1961. Makes a technical change concerning publications.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the executive committee of domestic mutual companies.
