Amends the Boat Registration and Safety Act. Provides that a person may not operate a motorboat that has in tow or is otherwise assisting a person on water skis, an aquaplane, or a similar contrivance in or upon any waterway, unless there is in the motorboat a person, in addition to the operator, in a position to observe the progress of the person being towed, unless the motorboat is equipped with a ski mirror approved by the Department of Natural Resources. Provides that the Director of Natural Resources must adopt rules for implementing this requirement.
Amends the Abused and Neglected Child Reporting Act, the Criminal Code of 1961, and the Code of Civil Procedure. Eliminates the statute of limitations for a prosecution of sex offenses committed against a child under 18 years of age and for failure to report these instances under the Abused and Neglected Child Reporting Act (now the prosecution must be within 10 years after the child victim attains 18 years of age). Provides that a member of the clergy who is acting as an advisor must disclose information obtained by the member of the clergy in his or her nonprofessional capacity of incidents of child abuse as defined in the Abused and Neglected Child Reporting Act. Provides that a civil action for damages based on childhood sexual abuse may be commenced at any time (rather than 2 years after the person abused discovers or should have discovered that the childhood sexual abuse had occurred). Effective immediately.
Creates the Good Samaritan Initiative Act. Requires the Illinois Commerce Commission to adopt a rule that allows for the reconnection of low-income Illinois residents to their gas and electric utility services. Effective immediately.
Amends the Executive Reorganization Implementation Act. Makes technical changes in a Section concerning the short title.
Amends the Cook County Forest Preserve District Act. Makes a technical change in a Section concerning the application of the Act.
Creates the Boards and Commissions Act of 2003. Contains only a short title provision.
Amends the Illinois Finance Authority Act. Provides that the Illinois Finance Authority must maintain the level of bond funding for all functions and programs that were operated under the Illinois Farm Development Act and the Rural Bond Bank Act that existed before the Illinois Finance Authority assumed the rights, powers, and duties of the Illinois Farm Development Authority and the Rural Bond Bank. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a stylistic change in a Section concerning definitions.
Amends the Residential Mortgage License Act of 1987. Adds a caption and makes technical changes in the Section concerning the short title of the Act.
Creates the Apprentice Equity Act. Provides that, in counties with a population over 110,000, certain State contracts designated by the Capital Development Board and the Department of Transportation shall be subject to a plan under which specified goals for the employment of minority and female apprentices shall be met. Provides for administration of the plan and submission of reports concerning the plan. Effective January 1, 2004.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning notice.
Amends the State Employee Article of the Illinois Pension Code to remove the Social Security offset against widow and survivor annuities for all annuitants, beginning January 1, 2004. Effective immediately.
