Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the sunset of exemptions, credits, and deductions.
Amends the Telecommunications Excise Tax Act, the Telecommunications Infrastructure Maintenance Fee Act, and the Simplified Municipal Telecommunications Tax Act. In the definition of "gross charge", with respect to charges for the portion of the interstate inter-office channel provided in Illinois, provides that, prior to January 1, 2004 (now, prior to June 1, 2003), any apportionment method consistent with the provisions set forth shall be accepted as a reasonable method to determine the charges. Effective January 1, 2004.
Amends the Guardianship and Advocacy Act. Adds a caption to a Section concerning the definition of terms under the Act.
Amends the Public Utilities Act. Sets forth legislative findings concerning the funding and implementation of renewable energy sources by public universities. Effective immediately.
Amends the Higher Education Student Assistance Act. Makes changes concerning the Monetary Award Program. Removes a provision that provides that a grant is applicable to tuition and fees for 2 semesters or 3 quarters in an academic year. Removes provisions concerning part-time and summer term enrollment. Provides that the maximum grant amount shall be $4,968 during an academic year (instead of for 2 semesters or 3 quarter of full-time enrollment). Provides that an applicant is ineligible for assistance after the equivalent of 135 semester credit hours (instead of 10 semesters or 15 quarters) of award payments. Effective July 1, 2004.
Amends the Electronic Mail Act. Makes a stylistic change in provisions concerning definitions.
Amends the Liquor Control Act of 1934 and the Civil Administrative Code of Illinois. Requires all retailers who sell any alcoholic beverages for consumption on the premises to post, in a conspicuous place, a sign which clearly reads: "Warning: Drinking alcoholic beverages during pregnancy can cause birth defects." Requires the Department of Revenue to make such warning signs available to retailers of alcoholic beverages. Permits the Department to charge a fee to cover printing, postage, and handling expenses. Provides that a violation of this provision is a Class C misdemeanor. Imposes a fine for violations of this prohibition. Provides that the Department of Public Health shall enforce this provision.
Urges the Congress of the United States of America to draft and pass legislation to speed up the process of residency and citizenship for those immigrants already residing in Illinois and in other states.
Provides that a person arrested for certain violations involving driving on a revoked or suspended license must have a distinctive sticker attached to his or her license plate. Provides that a law enforcement officer may stop a vehicle with one of these stickers on its license plate simply to determine whether the vehicle is being driven by a person with a revoked or suspended license. Provides that a person with one of these stickers may have his or her vehicle registration cancelled under specified conditions. Provides for hearings and appeals with regard to these cancellations. Provides that removal of the special stickers is a petty offense. Provides that when stickers must be replaced, the vehicle owner must pay the cost. Provides that the Secretary shall adopt the necessary rules.
Amends the Eastern Illinois University Law. Makes a technical change in a Section concerning creating the Board of Trustees.
Makes appropriations to the Board of Trustees of Illinois State University for ordinary and contingent expenses for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Amends the Illinois Horse Racing Act of 1975. Deletes the provisions concerning the payment of certain moneys that would otherwise be payable to purse accounts to wagering facilities if the total Illinois pari-mutuel handle on Illinois horse races at all wagering facilities in a calendar year is less than 75% of the total Illinois pari-mutuel handle on Illinois horse races at all such wagering facilities for calendar year 1994 (the recapture provisions). Makes changes concerning the distribution of certain inter-track wagering moneys. Repeals a provision authorizing organization licensees to impose a surcharge on winning wagers and winnings from wagers.
