Amends the Nursing Home Care Act. Makes a technical change in a Section concerning a notice of violation.
Appropriates $2 from the General Revenue Fund to the Joint Committee on Administrative Rules for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the Illinois Aeronautics Act. Makes a technical change in a definitions Section.
Amends the Illinois Income Tax Act. Provides that for taxable years ending on or after December 31, 2003, each taxpayer who is an employer is entitled to an income tax credit equal to 40% of the domestic violence safety and education costs paid or incurred by the employer during the taxable year. Provides that the Illinois Department of Labor shall certify the costs eligible for the credit. Provides that if the amount of the credit exceeds the taxpayer's liability under this Act for the year, then the excess may not be carried forward to apply to a succeeding year or carried back to a prior year. Exempts the credit form the sunset requirement of the Act. Effective July 1, 2003.
Amends the Conveyances Act. Makes a technical change in a Section concerning livery of seizin.
Amends the Illinois Insurance Code. Provides that insurers may not establish premium rates for homeowners or renters insurance that are based upon the insured's or applicant's credit report or credit score. Effective immediately.
Amends the Military Code of Illinois. Makes a technical change in a Section creating the Department of Military Affairs.
Amends the Criminal Code of 1961. Makes a technical change in the statute concerning first degree murder.
Amends the Electronic Fund Transfer Act. Makes a technical change in a Section concerning the powers of the Commissioner of Banks and Real Estate.
Creates the Boards and Commissions Act of 2003. Contains only a short title provision.
Urges the State Board of Education, the soft drink industry, and the Illinois Statewide School Management Alliance to eliminate soft drink beverage sales and junk food products from school settings by substituting sugar-laden products with healthy drinks and products.
Creates the State Advocacy Program for the Homeless Mentally Ill and Developmentally Disabled Act. Creates the Advocacy Division for the Homeless Mentally Ill and Developmentally Disabled in the Department of Human Services to initiate, promote, and coordinate programs for homeless mentally ill and developmentally disabled persons; requires the Division to prepare an annual community service plan and budget for local implementation of services for the homeless. Authorizes the Department to make grants-in-aid to local entities for the purpose of providing services to homeless persons. Creates the Interagency Coordinating Council for the Homeless to review and comment on State programs for the homeless and perform other functions. Amends the Illinois Housing Development Act to require the Illinois Housing Development Authority to ensure that a number of the units held available for persons of low or moderate income are held available for the homeless mentally ill and developmentally disabled as defined in the State Advocacy Program for the Mentally Ill and Developmentally Disabled Act.
