Amends the Illinois Banking Act. Adds provisions concerning investments and participation by affiliates of any bank or trust company acting in its fiduciary capacity. Provides that any bank or trust company may purchase services or products from an affiliate provided that the purchase is otherwise prudent and not prohibited by the instrument governing the fiduciary relationship. Provides that the compensation for the service or product may be in addition to the compensation which the bank, trust company, or its affiliate is otherwise entitled as a fiduciary. Provides that the bank or trust company must disclose, in a specified manner, any purchase authorized by the new provisions. Applies to any bank or trust company doing banking or trust business in this State including any national bank, national trust company, or any of its affiliates. Effective January 1, 2005.
Amends the Election Code. With respect to the prohibition against campaign contributions on State property, defines "State property". Removes the "face-to-face" element of prohibited acceptance of contributions on public property. Changes the prohibition against fundraising functions within 50 miles of Springfield to a prohibition against fundraising functions within 50 miles of the State Capitol.
Amends the School Code. Provides that each pupil entering the 9th grade in the 2003-2004 school year or a subsequent school year must successfully complete (i) 4 years of English (instead of 3 years of language arts), (ii) 3 (instead of 2) years of mathematics (iii) 3 years (instead of one year) of science, (iv) 3 (instead of 2) years of social studies, (v) 2 years of a foreign language (instead of one year chosen from music, art, foreign language, or vocational education), (vi) 2 years of fine arts, which may include one year of art or drafting and one year of music, and (vii) 2 years of physical education. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2003.
Amends the Health Care Surrogate Act. Makes a technical change in the Section concerning the preservation of existing rights.
Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that a firefighter who is receiving a disability pension shall receive the initial automatic annual increase in the January following attainment of age 55 (now age 60). Compounds subsequent increases. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Condominium Property Act. Makes technical changes in the short title Section.
Amends the Illinois Insurance Code. Requires that a health care professional or provider be given a complete copy of any contract for professional services and be allowed at least 30 days to review the contract before being required to sign the contract. Requires that notice of proposed changes in the contract be given at least 90 days before the change takes effect. Effective December 1, 2003.
Amends the Metropolitan Pier and Exposition Authority Act. Makes technical changes in a Section concerning purchases.
Amends the Counties Code. Provides that on and after July 1, 2005, the county board of Cook County may not regulate animal control for any unincorporated area in the county. Provides that for each unincorporated area or portion of an unincorporated area in Cook County, the county board of Cook County, before May 1, 2005, shall designate a municipality in the county that is contiguous to that unincorporated area or portion of that area, and, on and after July 1, 2005, the municipality shall have the power to regulate animal control in that unincorporated area. Preempts home rule powers. Amends the State Mandates Act to require implementation without reimbursement. Effective January 1, 2005.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Commerce and Economic Opportunity.
Amends the Department of Commerce and Community Affairs Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department's powers and duties.
