Amends the Board of Higher Education Act. Makes a technical change in a Section concerning terms.
Amends the Minimum Wage Law. Makes a stylistic change in provisions concerning the application of the Act.
Amends the Code of Civil Procedure. Repeals the provisions related to costs. Replaces the repealed provisions with provisions regarding costs that are reimbursable, costs recovered by the prevailing party, costs on dismissal, bill of costs, costs after tender, leave to sue or defend as an indigent person, representation by a civil legal services provider, and liens of officers.
Amends the Counties Code. Authorizes the county board of any county, by ordinance, to eliminate or reduce the use of open burning as a method of brush removal. Effective immediately.
Amends the Open Meetings Act and the Freedom of Information Act. Permits a public body to hold a closed meeting to consider prevention of and response to dangers to public safety and property. Exempts from inspection and copying requirements (i) a public body's records compiled for emergency and security procedures, to the extent disclosure would interfere with planning, training, and security, and (ii) information that could compromise the security of public or private personnel or property or emergency or disaster training, response, and recovery. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the powers and duties of the State Board of Education.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Requires the Department to establish the Illinois Transit Ridership and Economic Development Pilot Project Program. Under the Program, requires the Department, beginning in fiscal year 2004, to fund a maximum of 8 pilot projects to increase Illinois transit service and facilities. Effective immediately.
Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Increases the death benefit from $3,000 to $5,000. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Child Care Act of 1969. Makes a technical change in a Section concerning definitions.
Makes appropriations for the ordinary and contingent expenses of the Board of Trustees of Northeastern Illinois University for the fiscal year beginning July 1, 2004, as follows: General Revenue Fund $38,296,100
Amends the Veterinary Medicine and Surgery Practice Act of 1994. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Provides that a person may not be sentenced to death for first degree murder whose guilt was, in the determination of the court, based solely upon the uncorroborated testimony of one eyewitness, of one accomplice, or of one incarcerated informant.
