Amends the Illinois Emergency Management Agency Act. Makes technical changes concerning testing of warning devices.
Amends the Illinois Loan Brokers Act of 1995. Makes a technical change in a Section concerning definitions.
Appropriates $700,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the Village of Washington Park for the removal of derelict housing and trash. Effective July 1, 2004.
Amends the Grain Code. Makes a technical change in the purpose Section.
Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Authorizes the Department to establish and implement a program to purchase agriculture conservation easements to protect agricultural land from development for other uses. Effective immediately.
Amends the Riverboat Gambling Act. Provides that all licensees authorized to conduct riverboat gambling operations on the Mississippi River (now one such licensee) may move their home docks to a municipality that borders the Mississippi or is within 5 miles of a municipality that borders on the Mississippi River. Effective immediately.
Amends the Sex Offender Registration Act. Provides that if a sex offender has an account with an Internet service provider, the name of the Internet service provider, the e-mail address of the sex offender, and the screen names used by the sex offender must be submitted to the Department of State Police. Provides that if the sex offender has more than one account with one or more Internet service providers, information on each account must be submitted to the Department of State Police. Amends the Sex Offender and Child Murderer Community Notification Law. Provides that the Department of State Police must make a sex offender's Internet account information accessible on the Internet in the Department's Sex Offender Information file on the Department's Web site.
Amends the School Code with regard to Standard and Master teaching certificates. Provides that for the holder of an Early Childhood or Elementary type of certificate, 50% of the continuing professional development activities included in a certificate renewal plan must be coursework or activities that expand the holder's knowledge and application of best practices in the teaching of reading.
Amends the Illinois Vehicle Code. Provides that a person riding a bicycle is an intended and permitted user of any highway in Illinois except for a highway on which bicycle use has been specifically prohibited by law and the prohibition is indicated by appropriate signage. Provides that the new language does not create liability for any public entity for the failure to remedy any surface condition of a public right-of-way that is hazardous to a person riding a bicycle if that surface condition is not hazardous to a motor vehicle. Provides that, except as expressly provided by law, the new language does not impose an obligation to further improve existing public rights-of-way, or to maintain them to a higher standard, for use by bicycles.
Amends the Illinois Endangered Species Protection Act. Makes technical changes in a Section concerning the short title of the Act.
Amends the Illinois Governmental Ethics Act. Makes a technical change in a Section defining "lobbyist".
Amends the Tax Collection Suit Act to provide that in addition to any other authorized methods used to collect delinquent taxes, the Department of Revenue may contract with private collection entities, make public any personal information collected by the Department, or implement other methods of collection deemed necessary by the Department. Provides that before the Department takes measures that make public any personal information, it must give a 30-day written notice to the delinquent party. Provides that if the delinquent party remedies the delinquency, the Department shall keep the information confidential. Amends the Illinois Income Tax Act, the Retailers' Occupation Tax Act, the Cigarette Tax Act, the Cigarette Use Tax Act, the Property Tax Code, the Illinois Estate and Generation-Skipping Transfer Tax Act, the Messages Tax Act, the Gas Revenue Tax Act, the Public Utilities Revenue Act, the Water Company Invested Capital Tax Act, the Telecommunications Excise Tax Act, and the Telecommunications Infrastructure Maintenance Fee Act to make an exception to the confidentiality provisions of those Acts. Effective January 1, 2004.
