Amends the Freedom of Information Act. Makes a technical change in a Section concerning nonexempt material contained in exempt records.
Amends the Illinois Vehicle Code. Makes a technical change in a provision concerning special plates for retired members of the General Assembly.
Amends the County Economic Development Project Area Property Tax Allocation Act. Provides that the corporate authorities of Grundy County may, by ordinance, propose the establishment of an economic development project and fix a time and place for a public hearing and must submit a certified copy of the ordinance, as adopted, to the Department of Commerce and Economic Opportunity.
Amends the Illinois Municipal Code and the Fire Protection District Act. Provides for creation of a department foreign fire insurance board in fire protection districts. Makes creation of a department foreign fire insurance board automatic rather than dependent upon action by the municipality or fire protection district's corporate authorities. Adds additional audit provisions. Effective immediately.
Amends the Illinois Highway Code. Makes technical changes in a Section concerning use of tax moneys.
Amends the Illinois Vehicle Code. Limits the optional weight tax to the minimum guaranteed mileage weight tax for either a maximum of 3,000 miles or a maximum of 7,000 miles and sets out a new tax chart based on the mileage, class, and gross weight of the vehicle and the load. Provides that once in each 12-month period, the owner shall certify the miles traveled by the vehicle in the preceding period on forms determined by the Secretary of State. Effective January 1, 2004.
Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning the Monetary Award Program.
Amends the School Code and the School Construction Law. Makes changes concerning the Department of School District Organization, grants to school districts interested in investigating the possibility of reorganizing for the purpose of either consolidation or annexation, submitting a proposition at a regular scheduled election for the purpose of voting for or against the annexation of territory to a school district, the levying of taxes by community unit school districts formed by combining elementary and high school districts, supplementary State aid for cooperative high schools, and the priority of school construction projects. Repeals provisions concerning the holding of elections, ballots, and passage requirements for boundary changes. Effective immediately.
Makes an appropriation for FY04 to Northeastern Illinois University from the General Revenue Fund for its ordinary and contingent expenses. Effective on July 1, 2003.
Amends the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985. Changes the short title of the Act to the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Removes the practice of hair braiding from the definition of the practice of cosmetology and adds provisions requiring the licensure of hair braiders, hair braiding teachers, and hair braiding schools beginning on January 1, 2004. Makes conforming changes throughout the Act. Amends the Regulatory Sunset Act to change the short title of the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985 in its sunset provisions. Effective immediately.
