Amends the Criminal Code of 1961. Makes a technical change to a Section concerning the sexual exploitation of children.
Amends the Real Estate Appraiser Licensing Act of 2002. Makes a technical change in a Section concerning legislative intent.
Amends the Illinois Marriage and Dissolution of Marriage Act. Makes a stylistic change in provisions concerning the application of the Civil Practice Law.
Amends the State Finance Act. Makes technical changes in a Section concerning the Road Fund.
Creates the Executive Branch Boards and Commissions Appointment Act. Provides that no person may be appointed to an executive board or commission unless his or her background indicates that he or she possesses the qualifications necessary to adequately perform the duties of the position to which he or she seeks appointment. Provides that all applicants for appointment to any executive board or commission must submit a resume or curriculum vitae to the appointing authority and to any ethics commission of the executive branch. Requires that a description of the duties and functions of each position on an executive board or commission be published on the Internet web site of that board or commission or otherwise be made available to the public if no web site exists. Provides that no family member of any elected official may be considered for appointment to an executive branch board or commission.
Amends the Property Tax Code. Provides that, if a property has been granted a homestead exemption under the Senior Citizens Homestead Exemption provisions, then the person qualifying need not reapply for the exemption. Effective immediately.
Amends the School Code to include a licensed clinical psychologist as one of the qualified professionals that are not prohibited by the provisions of a Section concerning school psychological services from providing those services listed in that Section for which they are appropriately trained. Effective immediately.
Amends the Local Government Prompt Payment Act. Makes technical changes in a Section concerning the short title.
Amends the Code of Civil Procedure. Makes a stylistic change in a provision relating to quick-take proceedings.
Amends the Medical Practice Act of 1987. Provides that, subject to appropriation, the Department of Professional Regulation shall create a program for the State fiscal year beginning July 1, 2004 to reimburse physicians whose professional offices are located south of Interstate 64 or in Madison or St. Clair County and who specialize in specific high-risk areas for a portion of their medical malpractice premiums. Effective July 1, 2004.
Amends the Illinois Procurement Code. Makes a technical change in a Section defining "Associate Procurement Officers".
Appropriates $2 from the General Revenue Fund to the Prairie State 2000 Authority for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
