Creates the Opioid Antagonist Liability Act. Provides that a person, other than a licensed health care professional permitted by law to administer an opioid antagonist, may administer an opioid antagonist to another if (1) he or she, in good faith, believes the other person is experiencing a drug overdose, and (2) he or she acts with reasonable care in administering the drug to the other person. Provides that a person who administers an opioid antagonist to another person pursuant to the Act shall not be subject to civil liability or criminal prosecution. Provides that a licensed health care professional who is permitted by law to prescribe, dispense, distribute, or administer an opioid antagonist, if acting with reasonable care, may prescribe, dispense, distribute, or administer an opioid antagonist without being subject to civil liability or criminal prosecution. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Legislative Information System for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
Amends the State Employees Group Insurance Act of 1971. Makes technical changes in a Section concerning the short title.
Recognizes the fourth Saturday in January as American Eagle Day in Illinois.
Amends the Local Government Debt Limitation Act. Makes a technical change in a Section exempting certain indebtedness of fire protection districts from the indebtedness limitation of the Act.
Recommends that the Illinois Supreme Court adopt the recommendation of the Governor's Commission On Capital Punishment directing trial courts to closely scrutinize any tactic that misleads suspects as to the strength of the evidence against them or the likelihood of their guilt, in order to determine whether this tactic would be likely to induce an involuntary or untrustworthy confession.
Amends the Illinois Public Aid Code. In provisions concerning Medicaid payments to nursing homes, provides that on and after July 1, 2003, the appropriation for facilities participating in the Department of Public Aid's demonstration program for providing services to persons with mental illness shall be separate from the appropriation for all other nursing homes. Limits the rates for a facility participating in the demonstration program to no more than 7% of the facility's audited adjustment cost. Effective immediately.
Appropriates $100,000 from the General Revenue Fund to the Department of Commerce and Community Affairs for staffing in the Office of Urban Assistance. Effective July 1, 2003.
Urges the U.S. Congress to closer examine how procurement opportunities are awarded to service-disabled veteran-owned businesses and to take all necessary measures to require the full and immediate implementation of the Veterans Entrepreneurship and Small Business Act of 1999.
Amends the Open Meetings Act. Adds a caption to the definitions Section.
Amends the School Code. Makes a technical change in a Section concerning the Chicago school district.
Makes a reappropriation for FY04 to Northeastern Illinois University from the Capital Development Fund to remodel buildings A, B, and E. Effective on July 1, 2003.
